Votes for 20% happier, smarter, or richer don't necessarily imply the voter seriously lacks in these areas, only wishes improvements upon them. Although I consider myself a bit smarter than the average person, I would absolutely opt to have a 20% increase in smarts over the other choices. Reason being in my opinion, intelligence can get you all of the other choices.
