Companies should then write checks for that amount to each individual impacted. The individual can decide when/if to purchase the monitoring service. (I think I'm currently being monitored for 5 breaches.) Fines are additional. Perhaps we also need to attach criminal negligence as well. (And it should also include the CIO and CEO.) If that's too steep of a price to pay, keep the data offline.
