The ice is undergoing sublimation!! The low atmospheric pressure makes for just the right conditions for the ice to skip the liquid phase all together and turn directly into gas. In fact, there is no water on top of Kilimanjaro at all.
The top of Kilimanjaro is considered a desert because it has such a small annual precipitation. The amount of snow it gets is too little to replentish the amount that sublimates. This has been going on for many years, and while it may be caused by global warming, is nothing new.
