There are other, similar, Russian cop videos on Youtube and other web video media.
I am a former resident of Russia. My reaction is absolutely different from what I've seen so far on slashdot. I think it is most probable that this (Medvedev's speech, cops on Youtube)is part of a carefully planned "marketing" campaign by Putin's government.
As pointed out on some other postings here, a dictator must at least appear to occasionally help his people. Medvedev's speech MUST have been approved by Putin, and therefore is part of this plan. The cops probably feel safe enough to post critical opinions because it was pre-approved at the highest levels.
So? Some social steam is released, Medvedev appears to be a leader with broad reforms in democracy, economics, and government corruption.

South Korea Deploys Cloned Drug-Sniffing Dogs 154
Hugh Pickens writes "BBC reports that six puppies cloned from a Canadian-born sniffer dog in late 2007 have reported for duty to check for drugs at Seoul's Incheon International Airport after completing a 16-month training course. The customs agency says clones help to lower crime-fighting costs as it is difficult to find good sniffer dogs. Only about 30% of naturally-born sniffer dogs make the grade, but South Korean scientists say that could rise to 90% using the cloning method. The puppies, each called 'Toppy' for 'Tomorrow's Puppy,' are part of a litter of seven who were cloned from a 'superb' drug-sniffing Canadian Labrador retriever called Chase at a cost of about $239,000. 'They are the world's first cloned sniffer dogs deployed at work,' says customs spokesman Park Jeong-Heon. 'They showed better performances in detecting illegal drugs during the training than other naturally-born sniffer dogs that we have.'"

Miscalculation Invalidates LHC Safety Assurances 684
KentuckyFC writes "In a truly frightening study, physicists at the University of Oxford have identified a massive miscalculation that makes the LHC safety assurances more or less invalid (abstract). The focus of their work is not the safety of particle accelerators per se but the chances of any particular scientific argument being wrong. 'If the probability estimate given by an argument is dwarfed by the chance that the argument itself is flawed, then the estimate is suspect,' say the team. That has serious implications for the LHC, which some people worry could generate black holes that will swallow the planet. Nobody at CERN has put a figure on the chances of the LHC destroying the planet. One study simply said: 'there is no risk of any significance whatsoever from such black holes.' The danger is that this thinking could be entirely flawed, but what are the chances of this? The Oxford team say that roughly one in a thousand scientific papers have to be withdrawn because of errors but generously suppose that in particle physics, the rate is one in 10,000."

There's still the litigation in bankruptcy court, which allowed this case to resume so that they could figure out just how much SCO owes, which is $3,506,526, if I calculated the interest properly, $625,486.90 of which will go into a constructive trust. And then there's the possibility that SCO could seek to have the judgment overturned in the appeals courts, or even the Supreme Court when that fails. Of course, they need money to do that and they don't really have much of that any more. Remember how Enderle, O'Gara and company told us that SCO was sure to win? I wonder how many people have emailed them to say, 'I told you so.'"

Western countries didn't have Stalin's paranoia. Stalin moved so many scientists to Akademgorodok (Academic Village) in deep Siberia in order to segregate and more easily control them.
Oh, and they did breed. Some of the smartest young Russians I've met were born and raised in Akademgorodok.

'This is not science fiction,' Larry Burns, GM's vice president for research and development, said in a recent interview. GM plans to use an inexpensive computer chip and an antenna to link vehicles equipped with driverless technologies. The first use likely would be on highways; people would have the option to choose a driverless mode while they still would control the vehicle on local streets, Burns said. He said the company plans to test driverless car technology by 2015 and have cars on the road around 2018."
