New drugs are VERY costly to get to market after all of the hoops the FDA forces on drug manufacturers. All of the various trials are expensive and that doesn't include the cost of the research to create the drug. Drug companies do what they do to make money. They are not charities. If only 10 people in the world need a drug that cost 10 billion to bring to market you can be assured each dose will be expensive.

I believe this *has* already been happening whether is been strictly *legal* or not. Though it is bothersome that it would be codified in law.
