Although 10.11 El Capitan has long been dropped from official support, Homebrew does still work on it! Can't say the same for most of today's formulae, though

Or, use Folder Actions to attach Unquarantine.scpt to your Downloads folder, which runs the xattr command on anything added to it.

You can still use those switches for formulae in external taps like github.com/homebrew-ffmpeg/homebrew-ffmpeg; for core formulae, precompiled binaries ("bottles") are provided instead.

The HOMEBREW_INSTALL_FROM_API flag, which skips the need to download the tap history, is being developed with the intent of it someday being the default. (Be assured we're aware of the system's limitations...)
