Or, and I'm ready to get ruthlessly mocked, could this be an attempt at very clever marketing from Microsoft? Err, in a way that drops the bottom out of their pricing? I'm not sure how that would work but these keys seem to be legitimate (altho maybe not legitimately obtained)...
