I have worked with teams in the US, Russia, Bulgaria and India and honestly the percentage of success has been in a band.
A lot of time, things that should not be outsourced get outsourced because some 'C' level guy decides for short term benefits and a disaster is inevitable.
I have also seen several projects fail when you expect consulting services, as the offshore vendors claim, whilst actually they provide programming services.
On the contrary, well planned long term projects have always been successful.
I am trying to hire 'quality' resources in the silicon valley and with overall costs of $150k per person including overheads and also non availability on time, Outsourcing immediately appeals as I get atleast 50 emails/phonecalls soliciting offshoring. These guys sell well.
