i don't know where you guys are getting your info from but the USPA is just voluntary committee that oversees the sport. The USPA "banning" him just means they pulled his license so he's not a USPA member anymore, that's not gonna stop him from showing up at manifest with his logbook and doing jumps though. The USPA issues BSR's as guidelines, it's upto the DZO to enforce them as he sees fit; pulling below 2grand is not at all uncommon, it's reckless but it probably just gets you a talking-to from the S&TA and you might get grounded for the day.
I'm not trying to defend Pastrana or anything, jumps like this put skydiving in a bad light and reflects bad on the entire sport.
