Use Xampp or any turnkey local solution for starters and testing. From there i recommend ClearOs ( http://www.clearfoundation.com/ ) to run and experiment. If you need an even easier solution i'd say you go for hosted. There are tons of good virtual server or reseller deals if you want to have some freedom but even easier is a plain webhosting account. Still you should be prepared to do a lot of research and read some forums.

Submission + - Microsoft Drops Key Restrictions From Server 2008 (crn.com)

Channel Guy writes: "According to a report from CRN, Microsoft plans to allow users of the Web server SKU in Windows Server 2008 to run any type of database software with no limit on the number of users, provided they deploy it as an Internet-facing front-end server. The previous limit was 50 users. Microsoft's partners expect the changes to go a long way toward making Windows Web Server 2008 more competitive with the LAMP stack, against which Microsoft has been making headway in recent months."

Comment Many servers will accept anything and then delete. (Score 1) 5

Many servers are setup to accept and delete any mail that doesn't correspond to a valid email account.
This is due to the massive amounts of spam flying over the net.
If the server is sending out a failiure notice to the forged reply address in spam messages, the messages will bounce back and produce a constant volume of bounced messages. (old messages doesn't get discarded until the next bouncing message occurs)
Thereby the mailserver is often configured to just delete unvalid mail.

Failiure messages is also a type of spam; messages are sent to a mailserver with the intended recipient as the reply address.
The mail bounces and the message is sent to the recipient. In essence spam has killed the failiure message.

Submission + - Via Unveils 1-Watt x86 CPU

__aajbyc7391 writes: Taiwanese chip and board vendor Via Technologies has introduced a new ultra-low voltage (ULV) processor aimed at industrial, commercial, and ultra-mobile applications. Touted as the world's most power-efficient x86-compatible CPU, the 500MHz 'Eden ULV 500' processor debuted at an Embedded Systems Conference in Taipei this week. Via says its chip draws a minimum of 0.1 Watts, when idle, and a maximum of 1 Watt, making it a great candidate for consumer electronics devices such as UMPCs, PVRs, and such.

Just as expected, Via is indeed releasing an uber-efficient, one-watt Eden processor. Reportedly, the 500MHz Eden ULV boasts "an idle power of just 0.1-watt," and is targeting "a wide range of industrial, commercial, and ultra mobile applications." The fanless CPU resides within a 21- x 21-millimeter NanoBGA2 package, is manufactured using a 90-nanometer process, and should be on display (and in a number of wee devices) at the Embedded System Conference taking place right now in Taipei.
