Regarding what you suggest, isn't this already implemented in browsers ?? (or have I misunderstood).
I use firefox currently, and a quick search using google images, reveals the "Website Certified by an Unknown Authority" screen:

Doesn't the behavior of the "Accept this certificate permanently" option do what you ask?
