This is exactly the way that blackjack's Basic Strategy was created.
For example, I wrote a complete combinatorial analyzer for the game to create the charts available at BlackjackInfo.com
And, yes, the game is beatable using card counting. You don't have to be a genius. I've had a net casino profit for the last 7 years in a row.
