I think you are getting your boats mixed up. The weight was added to the three AC45 boats, managed by OTUSA, not the AC72. The AC45 is a non-foiling, one design, manufacturer supplied class.

They are using rocket engines.
The engines are supplied by Armadillo Aerospace.
