You clearly don't know what a 401k vs a normal IRA or post tax account is. 401k is a company offering, its limited in what you can choose to invest in, they are all funds of some sort with different themes. You can't choose equities like a non-401k account, it's very limited. 90% of the people out there don't even change the default fund (normally a money market fund). You literally actually have to do work and think when you change from the default fund (assuming you contribute). This will have minimal impact to normal people because most don't know what the hell difference between the options they have in their 401k. The best advise to anyone is choose a passive fund option that mimics $QQQ and $SPY, every 401k I've seen offers it. 50% split between the 2 and be done with it until you have to roll-over when/if you change jobs.
