Actually, the thing that's been available for windows for a long time is a technique called anti-aliasing, which is just bluring the edges of something to make it look smoother. The technique M$ is now taking credit for is a sub-pixel technique. It's too complicated to go into detail about, but if you had read the website that was listed, you would already understand.
