Actually, I recall a Car & Driver article a couple of years ago that stated that private companies in AZ (among other places), I think it was, were responsible for installing the intersection cameras, and they got a cut of the 'take.'

Additionally, at the intersections with the cameras, the yellow light timing was shortened, so more people ran it.

The camera companies were making a large profit on these deals.
