While looking at the test values that you sent to the sign, I noticed something about the 13-14 bits. Without more test cases, you can never be sure.
The 13-14 bits look like they change with the length of your message. With messages of 'TEST' or 'WICK' the value in 13-14 is 'DA BC'. With a message of 'T', the value in 13-14 is '5A BA'.
