Internet Routing (Score 1)

My internet provider is TeliaSonera, and as many of you know, Cogent and TeliaSonera have blocked peering to eachother. I'm thinking, if this was implemented into the internet, even if you couldn't send inforation directly, could it peer it to someone else first, and then over to Cogent (or whatever is having problems)? Just an idea for a current issue.
