I can tell you that the hoax about charging for email got amazing traction on the Hill. They were even talking about it in senate debates.(Clinton/Lazio) The email cited a fictional congressman and a bill number that could not exist and STILL my former office(a NY Congressman) got thousands of calls and letters about it. If this kind of campaign could be organized to the level of that one, I think it would have an impact because when Congressmen receive that volume of letters, they actually start to listen. Unless of course they are fritz hollings.
