Someone on this thread mentioned that you get what you pay for, so with that reasoning your answer is easier than you thought. Each office needs a certain degree of technology, where the performance of the site should warrant it's capabilities. This means leave the IT budget responsibilities to each site, where they are responsible to the extent of their own capabilities. All sites are not the same they all perform to the capacity that they are managed by, as the old saying goes "why feed the hungry when you can teach them to feed themselves". This way they are taught the what's and whys of the ingredients, instead of being all confused in the boardroom when it comes down to giving up the funding towards their IT budget every year.
