The UK police force are a disgrace. They accept drug addicts and people of vastly inferior morals & intellect willingly into their ranks. I know because my cousins are part of the UK police force and one of them failed his first medical because they found narcotics in his urine test; they just invited him to come back three months later! Then I saw him just before he left and he boasted of going "Paki bashing". The other cousin isn't much better. Another thing that irks me, is that the police force do not even need to keep fit or have regular fitness tests! The fire brigade do, as do the Navy, Army, Marines, RAF etc. etc.
My solution to this issue would be to have some kind of national service for a police force. In this case you would have a general public with knowledge of the law and a confidence in the police force with reduced risk of corruption. At some point the majority of the population would be/have been both the public and the police authority, therefore those that have not served yet know they will gain an understanding of the law, those that are serving will be less tempted to be corrupt as they know that they will be certain to leave the force after their national service and enter back into the general public where their replacements will be the general public they ruled over recently. Those that have served will be far more aware of their rights and will have greater empathy with the current police force.
Obviously it's not perfect, because you may well need an over arching consisting authority of officers, but then you would have an officer training college such as the military equivalent, Sandhurst.

By all means reward children for doing well, but certainly not punish those who struggle. Everybody is different and will excel at different subjects and it's entirely possible that some may be undiagnosed dyslexics or even have eyesight issues.
In any case, children should be praised for the work they do whether it is better than others or not, but then encouraged to learn how to improve themselves and nurture their enthusiasm for it.

All that said, with the exception of fragments in private collections, the last of the Dead Sea Scrolls were published in the early 90's.
What the f.....? How did these fragments even become part of a private collection? I assume they were translated before being passed on?! But still, even small parts of a document as important as this should not be allowed to be filed away from the public just because a single entity has thrown around large sums of money.

Mao, Hitler and Stalin were atheists. The 30 years war, the Crusades, the Spanish inquisition, Al Queda were religious. Your point is? Most mass murder is because of greed, not religion. Religion is used to justify the greed in some cases. In other cases, politics or biology are used as justification. But greed is at the heart of almost all killing and war. An atheistic world would be neither more peaceful nor less peaceful because even atheists are just as greedy as everyone else.
Hitler was a Catholic. It is a widely believed misconception that Hitler was an atheist, just as it is a misconception that he was a vegetarian.
Hitler himself wrote in Mein Kampf... "I am convinced that I am acting as the agent of our Creator. By fighting off the Jews, I am doing the Lord's work."
Years later he was also quoted as telling General Gerhart Engel... "I am now, as before, a Catholic and will always remain so."
Nazi Germany worked with the Catholic Church who blessed troops and equipment. Each infantry soldier even wore a belt with a buckle inscribed "Gott mit uns" - God is with us.
