But... will it discourage NEW businesses from moving in? Or will it encourage a CEO to create a satellite office in another city/state and reassign their HQ? When layoffs are necessary, which offices do you think they will downsize first in an attempt to slowly clear out of SF? I imagine that CEOs who created multi-million/billion dollar businesses, have a few clever tricks up their sleeves.

They don't even have to go far out of the city. Where is the next tech town going to be? San Jose? Move to another state? That kind of money can buy a few new tech buildings. They can turn the existing ones into homeless shelters. Why do employees think that they should be paid anywhere nearly as much as CEOs? CEOs work almost 24h/day, employees check out and have weekends to themselves. CEOs take risks to grow their companies. Punishing people for getting rich is a terrible way of motivating economic growth.
