What's really needed are NPC's with character, emotion, flaws, quirks, and the ability to grow/learn. Something to make you believe you're dealing with a real being, not some super-smart computer.
De-emphasize the word intelligence in Artificial Intelligence, and you'll get a lot further towards your goal.
