If KS is that concerned about the numbers in the HoL (he's not its a pretext) he could simply not nominate more than deminimus new peers and the numbers would fall rapidly enough. Some PMs have created new peers at 8/yr others 40+. For a 5yr parliament thats a range of 40-200+ new peers.
