So people that live in the cold are not obligated to live up to the terms of a contract they agreed to.
Legal contracts can be nullified because "hey, my customers aren't coming into my store any more..."

WOW - these Icelanders are such responsible, honorable, noble people.
Remind me to never do business with someone who DECIDES it is no longer convenient for them to honor their agreements and legal obligations, goes public with childish wailing of how it is OK to back out of a deal when it doesn't go his way.
