The problem is, that's not enough penalty. There should be real consequences for those who abuse authority, violate rights, and damage people's lives. For example, nothing was done to the FBI incompetents who mistakenly got a Washington State lawyer locked up for several weeks, in connection with the Madrid train bombings.
