I live in Montreal. In fact, I was born and raised here. I know what Montreal is and I can tell you that it has nothing to do with homeless teens roaming the streets.
You see, these homeless teens are, for the most part, NOT from Montreal. They're from all over Canada and the US. Usually, they have a home elsewhere (in another city). They come here to have fun, to drink themselves silly every night, to party all summer long, to "live the streets"... They come to Montreal because they can: Montrealers are reknowned for their "live and let live" mentality. Even the police don't give them too much trouble, as long as their not abusing of their "freedom", they're left alone...
Let me tell you that the vast majority of these teens disapear by the end of the summer. When the harsh winter sets in, these "homeless" teens evaporate. It's the same thing every year... Most of these teens are not helpless: they live the streets willingly.
Of course, some of them are homeless. There are many places organised to feed and shelter the homeless during the winter. It's not the perfect solution, but it's better than not tolerating them at all like other cities in Canada (ie: Toronto and Ottawa)...
