They can keep buying pre owned ICE cars after 2035 and nobody plans to stop them. The 2035 EV rules (and all similar ICE bans) only cover new cars sold after the date. Gas stations will also not be banned - as long as there is demand, they will keep selling gas. The only problem I see is nobody knows what the prices of gas and electricity will be in 10-15 years and what will happen to the gas tax that is currently part of the price of each gallon.

GP cites 15 million EVs because this is roughly the number of new vehicles sales in US now. If all new sales are EV in 2030, this means around 15 million EV sales each ear after 2030.
