Since when has 'costly and ineffective' been something that conservatives care about? Pretty much all conservative polices come down to 'this is expensive and does not work, but it makes us feel good and scientists with their data hate america and common sense'.

They are obvious now, and even today they are not all that obvious since they are language specific. All a modern language designer would really know is that they have to do _something_ and not crash, but what they do is up for users of the language to discover.

No one (reasonable) is expecting zero mistakes, but Boeing has gotten worse about them. They intentionally reduced the number of people and process that checked for mistakes, so more happened. That is addressable.

Oh they have the policy.. the whole 'seek speak listen' or whatever it is comes up over and over, you even have to describe how you exemplified it in your quarterly review every quarter. It just doesn't do any good unless it aligns with cost cutting. So 'speak up' about some (non manager) waste that can be 'fixed' for no cost and they listen... speak up about safety issue and it dies a level or two up.

Keep in mind though that these 'rules' were developed over decades as people encountered undefined behaviors. Rust is going to have its own issues that will become part of tribal knowledge over time.. only with rust they have not been discovered yet.
