It's called differentiation between good gun owners and bad gun owners, dipshit. Yes its more complicated than that but I had to dumb it down sufficiently for you to even begin to understand. Here's a hint: it isn't hunters and target shooters that are shooting up elementary schools.

Android's permission listings are damn near useless. Every single app in the Play store wants permission to access everything on the phone. I'm not sure if this is just lazy programming or if there is some sort of serious limitation if your app does not ask for maximum permissions. If you decide you won't permit apps on your phone that are too intrusive, you will have a phone with no apps other than the crap the phone maker forces on it. Selective disabling of permissions would give the user some meaningful choice.

Reading a text while stopped with the foot firmly on the brake pedal is harmless behavior. Anyone with common sense knows this is true. Letting the vehicle roll forward while continuing to text and not focusing your attention on driving is criminal recklessness, and should lead to arrest if it results in an accident and heavy fines in any case.

This is what has always frustrated me about IT people, developers in particular. They are CLUELESS as to the need for professional associations, similar to what doctors and lawyers have. Notice I did not say labor unions, as that model would not work for IT workers. Most programmers think they will always have a job just because they are so smart. This is not always the case - legislation bought by large corporations can make good jobs hard to come by. Its about time our industry matured a bit and formed some well-supported professional associations that can advocate for our best interests.

Implementing this will increase, not decrease traffic fatalities.

Yes, but people who support authoritarian schemes like this don't care. They do it under the guise of safety, but what they really crave is control of other people's activities. So the fact that it actually makes things less safe will not sway them.
