Wait for legislation to catch up with technology. Smart infrastructure will eventually allow only certified cars to engage certain levels autonomy based on capabilities and location. The DoT has been preparing for this since the 1960's.

Some one took the wrong exit. Diverse means of transportation is generally more efficient. Bicycles, scooters, and even something I doubt you do, walking. Driverless cars will only be certified on certain roads, think highways, certain city streets, toll roads, etc. They do terrible on back country roads and such. They will still be driver controlled roads until the infrastructure catches up with the technology.

I always thought we needed traffic drones to buffer traffic. Most slow downs occurs because of irratic driving that ends up rippling down stream. (I studied traffic theory many years ago in college).
