I figure it is a good idea to have a DNA database of police, if it is a good idea to have a DNA database of criminals, since I am suspicious of the power of criminals and guardians.
But generally, guardians do not like to be subject to investigation. Even unions can help the guardians avoid that investigation, or even providing the means of investigation.

I can imagine a system that places various privilege flags in a modified-for-this-user table created for each of selected users.
the table would be populated with privileges modified for the user; for example, your table could override your privilege for tagging. my table could modify my privilege to get mod-points. your table could assign your posts to pudge to be answered by the pudge-Eliza program.
when each privilege is to be applied to a given user, the existence of the modification table for the user is queried, and if exists, is used to modify the privilege.
a border-line or full-blown Asperger could program such.

i think the big problem, is health insurance should have a big deductible, and employers should not provide it, they should provide that money to the employees to buy it on the free market that includes a government plan for the poor
