No, one of the fair use prong is if you are damaging the commercial value of the work you are allegedly infringing. Whether your own use is commercial or not can be used to infer if you are damaging the potential market for the work being infringed, but the fact that you are not making money yourself does not preclude enforcement (talk to all those regular folks that RIAA successfully sued).

Also, a lot of life necessities are exempt from sales tax (and this VAT proposal). A big relevant category is groceries---if you are eating at a restaurant or buying prepared hot food, you would be paying sales tax (and possibly this VAT), but if you are buying the ingredients to prepare for yourself, you are already not paying sales tax on those (and you will continue to not pay any tax, at least not directly through this VAT).

Sales tax being regressive isn't exactly a surprise for policy-makers; they try to make it less regressive by exempting basic needs categories from sales tax.

One way to regulate something is when the size gets big enough you add more rules, such as taking down inaccurate information that pretends to be accurate information.

This being Facebook, I fear the intent of this would be misinterpreted to mean that I must share my real name and identifying info—NOTHANKYOUVERYMUCH.

Let the Facebook become the ghetto of the Internet-world. Let it become where the filth gather; don't try to "fix" it.

The moment you start tracking data and running analyses on it, it becomes a de facto psychology/social science experiment that you should clear through some sort of ethics review board (you can't experiment on human beings based on some two-bit manager's whim).

But of course, Google of all people wouldn't understand that. At some point, they are going to have a class-action suit against them and finally understand why these formalities are important.
