I chose more than 3 but I guess the classification is different in the US and elsewhere compared to EU.
I have six civilian licenses but I only took three different tests.
In the EU it is * BE CE DE which means that I can drive anything with three wheels or more. (The asterisk denotes A which is motorcycle.)
BE = Car/Lorry up to 3.5 tons with "heavy" trailer
CE = Lorry over 3.5 tons with "heavy" trailer
DE = Bus over 3.5 tons with "heavy" trailer
Maximum total weight is 60 tons and 25.5m.

Unless you missed earlier, the US are imposing THEIR law on other countries.

Now I know that the US has a crappy electrical service but that's not necessary the case in other parts of the world.
During the past 20 years I can remember 2 that has affected my workplace. One was the entire southern part of the country and shortly thereafter the entire city was out.
First time the outage lasted about 2 hours and about the same the second time. (If memory serves my right)
Point is, electricity is very stable in Sweden.
The missing option would be: "I don't live in the US but still have to pay US tax.
As a country that tax it citizens where ever they are the US is in a not so admirable group. (Edit: Only two countries now days, http://en.wikipedia.org/wiki/International_taxation/ I was sure Libya was there as well. Could be wrong)

Well, I think the poster thought "a large country in Europe".
But, if you want large countries (in Europe) that are very rural, look at the Nordic countries. The population density in France is 117/km^2 whereas in Norway, Finland and Sweden it is 16, 18 and 23 respectively. In terms of area, Sweden is the third largest country in Europe with just Spain in front.
