It is always a smart play by a manager to grow his team. If the team is at 25 and you grow it to 50 then you can turn around and ask for a raise because you are supervising twice as many people. When layoffs hit a few years later then you can get rid of the 25 unneeded workers and ask for another raise since your team is doing the same work with half as many people. You've doubled productivity.

No, this is worse than a layoff. Typically if they were laying people off the regular way the WARN act would send them on their way with 60 days of severance pay. They could use that time to search for a new job full time. What IBM is doing is making them work their normal jobs and let them apply for internal positions (which are likely to be few and far between) during working hours.

After 60 more working days then they get formally laid off if they haven't found an internal position. Then they can look for a job full time while they are not getting paid.

If you're smart you plan for it to happen every year at least. I've been doing that for decades now and the mindset has forced me to save for many rainy days. I could withstand a long period of unemployment but the insecurity about employment also has pushed me to develop my skills to be a senior level employee so I can find another job if the worst happens.
