Reread the JE - the change.gov website was scrubbed. Originally, it did indeed have the word "require" in it. I saw it myself, before the webmin at change.gov changed it.
So basically even though I think he's reaching a bit on the Hitler connection, Railgunner was right on this one - it said "require". No, it doesn't say require now, but it certainly did.
In fact, less than 1 minute of Googling revealed screenshots of the sentence. Before, and after. So, that means you're lazy, stupid, dishonest, or all of the above.
