That is the sound-level compression level here, and it just results in a quieter rendition on some of the tracks. That can be done on CD or digital format if they wanted, but most people don't want that because most consumer equipment can't handle it. I have heard some classical symphony CDs that aren't compressed at all and it's annoying as hell because the quiet pianissimo sections are so faint that you have to max out a powerful amplifier on a large speaker to barely hear it from 6 feet away. On most equipment it becomes inaudible. I once had to edit one of these CDs as a track for a ballet and I had to amplify and compress the music between 15 to 30 dB.
I agree that CD music is generally overcompressed and they went too far to the other extreme at times. But I think realistically, music needs a lot of compression for most consumer playback equipment.
