Those "discussions" are mostly circlejerks for countries like the US that are mostly just empty patches of dirt, not ones a much higher population density like many parts of Europe.
For example, the state of Montana is roughly the same area size as Germany, but we're talking about 1.12 million vs. 84.4 million people.

Just like centralized health care it's cheaper to not have to pay for greed and the sheer shitload of redundant tasks and office monkeys doing them.
Hell, in many nations there's even talks of taking e.g. flatrate programs across borders by establishing reciprocity agreements.

When they refused to tackle the memory leaks in their addon system that led to the processes bloating like crazy when a regular laptop still came with 4GB RAM and spent a ton of development resources on UI shit to add rounded corners everywhere, I abandoned it and never looked back.
Took time learning how to live without some of the luxury features of Firebug (I might be biased in favor of it, since a former colleague was one of their devs), but Chrome's built-in dev tools have come a long way since then.
