Some of these "sterile" flies will not be sterile because of some genetic anomaly and then only these flies will have offspring and then you just created a completely new species, since you killed of the old species.
No need to make one from scratch just install Home Assistant on the PI and then connect whatever smart sensors you have (WiFI, Zigbee, ZWave) and you have yourself a nice automatic monitoring system with a nice online dashboard.

In reality unless we can get kids to program their own tools you'll always need to use some software created by someone else.
The correct way to do this would be for the government to require all software used in schools and in the public sector to be open source. Then instead of paying for software they could just use the money instead to fund these projects and everyone would benefit.
