These two black holes wouldn't stick to each other, but start swirling around each other and eventually merge together. Further outside of the event horizon particles that move slower than the speed of light will also not be able to escape. Their trajectories will be altered by the mass in the center and only when the speed is high enough they will (partially) go around and fly off. Anything that goes slow enough to be captured into an orbit will eventually spiral inwards.

Probably not much, since the specific heat capacity of water is quite high, there is a lot of water and the percentage of energy extracted compared to the total energy is likely to be quite low. But my point was that the temperature wil not increase as stated by OP. With regards to doing an environmental impact study, OP is right about the importance of that, but mostly because of the effect it might have on e.g. fish.

When you move energy away, temperature will decrease. Energy from the waves is always converted to heat at some point, that's also why the temperature at Niagara Falls is higher at the bottom. When you convert some of that to electricity and move it on shore, then the water temperature will decrease (or increase less than naturally). It is not like solar panels in the desert, where the increased absorption of solar radiation (compared to the more reflective sand) more than offsets any of the electric energy that you extract, making the temperature increase.
