That isn't what's happening. They're deciding what purposes the software is fit for. They aren't doing anything to actually prevent them doing it — They're not Apple — but they are stating that doing so is a violation of the license and therefore they can wash their hands of the liability.

My first thought at the headline was "They're developing some licensing scheme for law enforcement that will be *MUCH* more expensive."

Agreed. That was my first thought too. My second thought was that they're saying, "Don't use the public interface! It logs everything. Here, use this special LEO interface that doesn't leave a paper trail."

The law also explicitly calls out "structuring" transactions to avoid these transactions that will go over the reporting amounts.
