GNU-Win32 b19 Released

Gnu-Win32 has released b19. Some people may be wondering why I'm posting software for windows here, but if this thing is stable and usable, then we can all develop under unix, and compile of windows versions for our less enlightened friends at the other end of the computing spectrum.
