Claim workflow
1. Admin sets T&Cs, products, deal values, territories, reward tiers and dates

3. Participants attach evidence: JPEG, PNG, WebP or PDF, up to five files of 10MB
4. Reviewers approve, reject with a reason, or bulk-approve via CSV
5. Approval triggers a reward via secure redemption link and email
