The soldiers were on a charter returning from Iraq. They and their things were inspected by US Customs before flying back into the country. On return to Indianapolis, to drop off a third of the flight, they were ALL removed from the plane and searched again whilst the plane refueled. That's when the dangerous nail clippers were removed: because they could've been used as a weapon.
When real life events make your agency sound more like a joke from The Onion than a legitimate organization, maybe it's time to rethink your operation?

Another attack is being planned as we speak in order to...I think the word is, "pacify" the natives. And with the holidays coming up... all anger will immediately evaporate in the face of such a tragedy.. Order must be maintained... The state shall remain as powerful as ever.

...I find it to be poor taste to criticize the foot soldiers; the fault, as is often the case, lies with upper management. Ultimately the problem is that the TSA's director has basically said "fuck you" to America; they're going to do whatever they're going to do and there's not a damn thing we can do about it. Our only hope is if Congress gets involved; is it coincidence that this ramp-up just happened to coincide with the lame duck session? Hmmm...

Nobody is obligated to carry out illegal orders; the problem is how to determine whether a given order is illegal or not. Some things are obvious (e.g. indiscriminately killing unarmed civilians), but the type of stuff we're talking about here is not quite as clear cut. I think it's asking too much to expect foot soldiers to be legal experts.

That's just brilliant. "Well, sure, these guys can be trusted with military-grade weaponry, and we can let them carry their rifles on (which, even when unloaded would probably make a rather nasty blunt weapon). But whatever you do, guys, do not let them clip their nails.
Even if one of these guys were some type of "sleeper agent", do they really think the worst thing someone with access to military hardware could do is hijack a plane with nail clippers? Let alone that the rest of their unit, trained in comb
