The Case for a Small Modular Reactor Revolution in Nuclear Energy (thedailybeast.com) 250

Dr. Sola Talabi, an adjunct assistant professor of nuclear engineering, believes nuclear power "has the ability to solve" the world's two biggest problems: global energy poverty and global warming.

He tells the Daily Beast, "Nuclear can uniquely address those issues." While novel in the civilian energy sector, SMRs have powered naval warships and submarines for almost 70 years. U.S. naval nuclear reactors have logged more than 5,400 reactor years, and steamed more than 130 million miles without a single radiological incident or radiation-related fatality. This sterling safety record allows the U.S. Navy to operate its reactors largely without controversy even in Japan, a country that has a strong anti-nuclear movement birthed by Hiroshima and Nagasaki, and amplified by Fukushima...

[T]he plant can remove heat generated by its fuel even if electrical power is lost. Next-generation SMRs are also designed such that they don't require a pressurizing system like the one that failed at Three Mile Island. Even in the extraordinarily improbable event of a core meltdown, Talabi said that SMRs are still remarkably safe. Unlike their large-scale predecessors, the diminutive size of SMRs eliminates the need for active safety systems backed by human operators. If radionuclide particles — an unstable element that's harmful to humans — are released from the core, gravity and other natural phenomena such as thermal and steam concentration will force them to settle safely within the confines of the plant's containment vessel.

In the yet more unlikely case that radionuclide particles breach the containment vessel, Talabi's research indicates they will settle over a much smaller area than if they were released from a large-scale reactor, posing far less of a health and environmental hazard and simplifying cleanup... [E]conomists don't realize that many of the systems required by large-scale reactors, such as the ones that maintain pressure and coolant flow in the plant's core, won't be miniaturized in the smaller plants. They'll be eliminated. SMRs should also be less expensive because they can be factory-fabricated, and their smaller parts will be easier for more manufacturers to produce....

Despite his optimism for SMRs' potential, Talabi acknowledges that they have some drawbacks. Widespread use may slash carbon emissions, but will necessitate increased uranium mining. They also create a security risk, as nuclear fuel will need to be transported between thousands of locations, and reactor sites may be targeted by warring states and terrorists. Government statutes also fail to account for differences between SMRs and large-scale reactors, inhibiting their construction....

That said, Talabi believes that SMRs' potential in solving climate change and global energy poverty far outweighs their risks, and makes overcoming their obstacles well worth it.... "It's not a technology challenge," Talabi said. With public and government support, SMRs could soon be powering the globe with carbon-free electricity. To Talabi, it's just a matter of awareness and understanding.

US Copyright Office Seeks Input On Mandatory DMCA 'Upload Filters' (torrentfreak.com) 83

An anonymous reader quotes a report from TorrentFreak: The U.S. Copyright Office has launched a public consultation to evaluate whether it's wise to make certain technical protection measures mandatory under the DMCA. The Office hopes to hear all relevant stakeholders and the public at large in what may become a de facto review of the recently introduced SMART Copyright Act. [...] Following repeated nudges from Senators Thom Tillis and Patrick Leahy, the Copyright Office started looking into automated tools that online services can use to ensure that pirated content can't be easily reuploaded. This "takedown and staydown' approach relies on technical protection tools, which include upload filters. This is a sensitive subject that previously generated quite a bit of pushback when the EU drafted its Copyright Directive. To gauge the various options and viewpoints, the Copyright Office launched a consultation last year, which triggered a wave of objections and opposition.

Last week, the Office followed up with yet another consultation, asking for input on shortcomings in the current DMCA legislation and what alternatives could help to improve things. As things stand, online services are allowed to implement their own upload filters, which many do. Scanning uploads for potentially copyright-infringing content isn't mandatory but that could change in the future. The consultation outline mentions several potential changes to the DMCA's Section 512, such as online services losing their safe harbor protection if they fail to implement specific "standard technical measures" (STMs). "Is the loss of the section 512 safe harbors an appropriate remedy for interfering with or failing to accommodate STMs?" the Copyright Office asks. "Are there other obligations concerning STMs that ought to be required of internet service providers?" the list of questions continues.

Stakeholders are asked to share their views on these matters. While it is uncertain whether any measures will be made mandatory, the Copyright Office is already looking ahead. For example, who gets to decide what STMs will be mandatory, and how would the rulemaking process work? "What entity or entities would be best positioned to administer such a rulemaking? What should be the frequency of such a rulemaking? What would be the benefits of such a rulemaking? What would be the drawbacks of such a rulemaking?"

E-Bikes Are Now Allowed In US National Parks (engadget.com) 72

The National Park Service has expanded the use of e-bikes to allow pedal assist models on the same roads and trails as conventional bicycles so long as they cut off assistance at 28MPH. Officials contend that the policy shift could make parks more accessible and "mitigate" environmental damage while ensuring uses similar to traditional bikes. Engadget reports: E-bikes make it easier to travel far, the NPS said. It could likewise enable park rides for people with limited mobility, particularly on hilly and otherwise challenging terrain. They might also lower emissions and improve air quality by reducing the use of cars and motorcycles. It's not certain how the service would enforce the rules.

While the NPS' arguments appear to hold up, USA Today also highlighted concerns that e-bikes could cause more harm than good. Safety may be more of an issue than it is for conventional two-wheelers. E-bikes may also wear down trails in a less sustainable way. And then there's the simple matter of noise. People often go to parks for peace and quiet, and that may be harder if they have to contend with the hum of e-bike motors. This isn't to say that e-bikes will prove calamitous -- it's just that the NPS is letting more of them in without evidence that it considered the potential drawbacks.

Slashdot reader stevent1965 writes: The costs of running the International Space Station are a burden for NASA's budget. It has cost over $100 billion to construct and annual operating expenses run between $3 and $4 billion per year, representing a substantial percentage [about half] of NASA's manned space exploration budget. What to do, what to do?

A potential solution is to turn over operations (if not ownership) to private enterprise (Elon, are you listening?) Commercialization of space exploration may be anathema to some, but there is ample precedent for the government ceding control of publicly-funded endeavors to private enterprises. The Internet is the obvious example.

Why not give corporations control of the ISS? Are there drawbacks? Benefits? Which will prevail? Let's hear your opinions.

Sunday NPR noted that a few weeks ago NASA held a press event at Nasdaq's MarketSite to announce and promote "the commercialization of low Earth orbit," with astronaut Christina Koch beaming down a video from space to say that the crew was "so excited" to be a part of NASA "as our home and laboratory in space transitions into being accessible to expanded commercial and marketing opportunities" (as well as to "private astronauts.")

But there are big logistical and financial hurdles. (Even NASA admits to NPR that revenue-generating opportunities first "need to be cultivated by the creative and entrepreneurial private sector.") So leave your own best thoughts in the comments -- the how, why, what if, or why not.

Nobody's Cellphone Is Really That Secure, Bruce Schneier Reminds (theatlantic.com) 80

Earlier this week, The New York Times reported that the Russians and the Chinese were eavesdropping on President Donald Trump's personal cellphone and using the information gleaned to better influence his behavior. This should surprise no one, writes Bruce Schneier. From a story: Security experts have been talking about the potential security vulnerabilities in Trump's cellphone use since he became president. And President Barack Obama bristled at -- but acquiesced to -- the security rules prohibiting him from using a "regular" cellphone throughout his presidency. Three broader questions obviously emerge from the story. Who else is listening in on Trump's cellphone calls? What about the cellphones of other world leaders and senior government officials? And -- most personal of all -- what about my cellphone calls?

There are two basic places to eavesdrop on pretty much any communications system: at the end points and during transmission. This means that a cellphone attacker can either compromise one of the two phones or eavesdrop on the cellular network. Both approaches have their benefits and drawbacks. The NSA seems to prefer bulk eavesdropping on the planet's major communications links and then picking out individuals of interest. In 2016, WikiLeaks published a series of classified documents listing "target selectors": phone numbers the NSA searches for and records. These included senior government officials of Germany -- among them Chancellor Angela Merkel -- France, Japan, and other countries.

Other countries don't have the same worldwide reach that the NSA has, and must use other methods to intercept cellphone calls. We don't know details of which countries do what, but we know a lot about the vulnerabilities. Insecurities in the phone network itself are so easily exploited that 60 Minutes eavesdropped on a U.S. congressman's phone live on camera in 2016. Back in 2005, unknown attackers targeted the cellphones of many Greek politicians by hacking the country's phone network and turning on an already-installed eavesdropping capability. The NSA even implanted eavesdropping capabilities in networking equipment destined for the Syrian Telephone Company. Alternatively, an attacker could intercept the radio signals between a cellphone and a tower. Encryption ranges from very weak to possibly strong, depending on which flavor the system uses. Don't think the attacker has to put his eavesdropping antenna on the White House lawn; the Russian Embassy is close enough.

NASA Designs 'Ice Dome' For Astronauts On Mars (phys.org) 126

An anonymous reader quotes a report from Phys.Org: The "Mars Ice Home" is a large inflatable dome that is surrounded by a shell of water ice. NASA said the design is just one of many potential concepts for creating a sustainable home for future Martian explorers. The idea came from a team at NASA's Langley Research Center that started with the concept of using resources on Mars to help build a habitat that could effectively protect humans from the elements on the Red Planet's surface, including high-energy radiation. The advantages of the Mars Ice Home is that the shell is lightweight and can be transported and deployed with simple robotics, then filled with water before the crew arrives. The ice will protect astronauts from radiation and will provide a safe place to call home, NASA says. But the structure also serves as a storage tank for water, to be used either by the explorers or it could potentially be converted to rocket fuel for the proposed Mars Ascent Vehicle. Then the structure could be refilled for the next crew. Other concepts had astronauts living in caves, or underground, or in dark, heavily shielded habitats. The team said the Ice Home concept balances the need to provide protection from radiation, without the drawbacks of an underground habitat. The design maximizes the thickness of ice above the crew quarters to reduce radiation exposure while also still allowing light to pass through ice and surrounding materials.

Schools That Ban Mobile Phones See Better Academic Results 113

HughPickens.com writes: Jamie Doward reports at The Guardian that according to a recent study in the UK, the effect of banning mobile phones from school premises adds up to the equivalent of an extra week's schooling over a pupil's academic year with the test scores of students aged 16 improved by 6.4% after schools banned mobile phones, "We found that not only did student achievement improve, but also that low-achieving and low-income students gained the most. We found the impact of banning phones for these students was equivalent to an additional hour a week in school, or to increasing the school year by five days." In the UK, more than 90% of teenagers own a mobile phone; in the US, just under three quarters have one. In a survey conducted in 2001, no school banned mobiles. By 2007, this had risen to 50%, and by 2012 some 98% of schools either did not allow phones on school premises or required them to be handed in at the beginning of the day. But some schools are starting to allow limited use of the devices. New York mayor Bill de Blasio has lifted a 10-year ban on phones on school premises, with the city's chancellor of schools stating that it would reduce inequality.

The research was carried out at Birmingham, London, Leicester and Manchester schools before and after bans were introduced (PDF). It factored in characteristics such as gender, eligibility for free school meals, special educational needs status and prior educational attainment. "Technological advancements are commonly viewed as increasing productivity," write Louis-Philippe Beland and Richard Murphy. "Modern technology is used in the classroom to engage students and improve performance. There are, however, potential drawbacks as well, as they could lead to distractions."

Under President George W. Bush, taxpayer money for that research was limited to a small number of stem cell lines that were created before Aug. 9, 2001, lines that in many cases had some drawbacks that limited their potential usability. But hundreds more of such lines — groups of cells that can continue to propagate in lab dishes — have been created since then, ones that scientists say are healthier, better suited to creating treatments for people rather than doing basic laboratory science. Work didn't stop. Indeed, it advanced enough that this summer, the private Geron Corp. will begin the world's first study of a treatment using human embryonic stem cells, in people who recently suffered a spinal cord injury. The Lab for Electromagnetic and Electronic Systems has been doing some mega-efficient work with ultracapacitors, which store drastically less energy than a battery but have essentially none of the drawbacks — especially via carbon nanotube arrays. Automotive experts say the new research is enough to start replacing batteries in hybrid cars, and plug-in vehicles might not be far behind. Any way you look at it, compulsory ID cards have a lot of potential drawbacks, so is the UK's Home Secretary, David Blunkett, starting to back down from the idea? Combining ID cards with passports and driving licenses was the key way to force them on an often unwilling UK population, and seems to have gone for good, but apparently legislation to bring in some form of ID card is still likely in the next Queen's Speech. Is it the beginning of the end of a bad idea, or just more spin to dodge the remaining concerns?"

Most of you are probably familiar with some type of simulator or virtual reality. Have you ever noticed that every VR game includes some kind of vehicle?
