California Moves To Recommend Delaying Algebra To 9th Grade Statewide (sfstandard.com) 639

California is in the process of approving new guidelines for math education in public schools that "pushes Algebra 1 back to 9th grade, de-emphasizes calculus, and applies social justice principles to math lessons," writes Joe Hong via the San Francisco Standard. The new approach would have been approved earlier this month but has been delayed due to the attention and controversy it has received. Here's an excerpt from the report: When Rebecca Pariso agreed to join a team of educators tasked in late 2019 with California's new mathematics framework, she said she expected some controversy. But she didn't expect her work would be in the national spotlight. [...] Every eight years (PDF), a group of educators comes together to update the state's math curriculum framework. This particular update has attracted extra attention, and controversy, because of perceived changes it makes to how "gifted" students progress -- and because it pushes Algebra 1 back to 9th grade, de-emphasizes calculus, and applies social justice principles to math lessons. San Francisco pioneered key aspects of the new approach, opting in 2014 to delay algebra instruction until 9th grade and to push advanced mathematics courses until at least after 10th grade as a means of promoting equity.

San Francisco Unified School District touted the effort as a success, asserting that algebra failure rates fell and the number of students taking advanced math rose as a result of the change. The California Department of Education cited those results in drafting the statewide framework. But critics have accused the district of using cherry-picked and misleading assertions to bolster the case for the changes. The intent of the state mathematics framework, its designers say, is to maintain rigor while also helping remedy California's achievement gaps for Black, Latino and low-income students, which remain some of the largest in the nation. At the heart of the wrangling lies a broad agreement about at least one thing: The way California public schools teach math isn't working. On national standardized tests, California ranks in the bottom quartile among all states and U.S. territories for 8th grade math scores.

Yet for all the sound and fury, the proposed framework, about 800-pages long, is little more than a set of suggestions. Its designers are revising it now and will subject it to 60 more days of public review. Once it's approved in July, districts may adopt as much or as little of the framework as they choose -- and can disregard it completely without any penalty. "It's not mandated that you use the framework," said framework team member Dianne Wilson, a program specialist at Elk Grove Unified. "There's a concern that it will be implemented unequally."

Mystery Math Whiz and Novelist Advance Permutation Problem (quantamagazine.org) 108

A new proof from the Australian science fiction writer Greg Egan and a 2011 proof anonymously posted online are now being hailed as significant advances on a puzzle mathematicians have been studying for at least 25 years. Erica Klarreich, writing for Quanta Magazine: On September 16, 2011, an anime fan posted a math question to the online bulletin board 4chan about the cult classic television series The Melancholy of Haruhi Suzumiya . Season one of the show, which involves time travel, had originally aired in nonchronological order, and a re-broadcast and a DVD version had each further rearranged the episodes. Fans were arguing online about the best order to watch the episodes, and the 4chan poster wondered: If viewers wanted to see the series in every possible order, what is the shortest list of episodes they'd have to watch? In less than an hour, an anonymous person offered an answer -- not a complete solution, but a lower bound on the number of episodes required. The argument, which covered series with any number of episodes, showed that for the 14-episode first season of Haruhi, viewers would have to watch at least 93,884,313,611 episodes to see all possible orderings. "Please look over [the proof] for any loopholes I might have missed," the anonymous poster wrote.

The proof slipped under the radar of the mathematics community for seven years -- apparently only one professional mathematician spotted it at the time, and he didn't check it carefully. But in a plot twist last month, the Australian science fiction novelist Greg Egan proved a new upper bound on the number of episodes required. Egan's discovery renewed interest in the problem and drew attention to the lower bound posted anonymously in 2011. Both proofs are now being hailed as significant advances on a puzzle mathematicians have been studying for at least 25 years. Mathematicians quickly verified Egan's upper bound, which, like the lower bound, applies to series of any length. Then Robin Houston, a mathematician at the data visualization firm Kiln, and Jay Pantone of Marquette University in Milwaukee independently verified the work of the anonymous 4chan poster. Now, Houston and Pantone, joined by Vince Vatter of the University of Florida in Gainesville, have written up the formal argument. In their paper, they list the first author as "Anonymous 4chan Poster."

When challenged by a technology journalist over whether it was possible to tackle the problem of criminals using encryption -- given that platform providers claim they are currently unable to break into the messages even if required to do so by law -- the Prime Minister raised eyebrows as he made his reply. "Well the laws of Australia prevail in Australia, I can assure you of that. The laws of mathematics are very commendable, but the only law that applies in Australia is the law of Australia," he said... "The important thing is to recognise the challenge and call on the companies for assistance. I am sure they know morally they should... They have to face up to their responsibility."
Facebook has already issued a statement saying that they "appreciate the important work law enforcement does, and we understand the need to carry out investigations. That's why we already have a protocol in place to respond to any requests we can.

"At the same time, weakening encrypted systems for them would mean weakening it for everyone."

In the middle of a discussion about the pros and cons of statins, Sir Rory Collins, the head of clinical trials at Oxford University, noted that If you want a career in medicine these days you're better off studying mathematics or computing than biology. A report on BBC adds: It is a nice one-liner, but I didn't think much more about it until a few days later, when I found myself sitting in a press conference to mark the launch of a new initiative on cancer. Rubbing shoulders on the panel with the director of the Institute of Cancer Research, Professor Paul Workman, was a scientist I didn't recognise, but it soon became clear this was exactly what Sir Rory had had in mind. Dr Andrea Sottoriva is an astrophysicist. He has spent much of his career searching for Neutrinos -- the elusive sub-atomic particles created by the fusion of elements in stars like our sun -- at the bottom of the ocean, and analysing the results of atom smashing experiments with the Large Hadron Collider at Cern in Geneva. "My background is in computer science, particularly as it applies to particle physics," he told me when we met at the ICR's laboratories in Sutton. So why cancer? The answer can be summed up in two words: big data. What Dr Sottoriva brings to the fight against cancer is the expertise in mathematical modelling needed to mine the vast treasure trove of data the information revolution has brought to medicine. "The exciting thing is that we can apply all the new analytical techniques we've developed in physics to biology," he says. "So we have all these new quantitative technologies that allow us to process an enormous amount of data, and all of a sudden we can start to apply that to implement the paradigm of physics in biology."

Getting Over Getting Over Uber: Tim O'Reilly Does the Math 385

Susan Crawford yesterday published at Medium a critique of Uber and similar ride-coordinating services, in the form of a kind of paean to the American taxicab. Though she didn't start out with negative feelings for Uber, Crawford writes, her sentiment has swung away from objections to taxis (such as that they seek unfair protection from competition) to an extravagant defense, though it comes with a long list of "shoulds": "[Cities] should be focusing on making their taxi services better," she writes. "Taxis should be more accessible to everyone. Taxi fares should be low, predictable, and uniform. Taxi geographies should be wide. Taxis should be clean, fuel-efficient, driven by trustworthy, well-trained drivers, and available for frictionless electronic hailing." Even with the flaws that list implies, Crawford's description of how well taxis work now is more positive than I've found to be true: "Their rates are regulated and set; their pricing is transparent and can be double-checked (just look at the meter, which is itself regularly tested); they look like a uniform fleet; they are subject to very strict licensing and safety requirements. With rare exceptions, they don’t employ surge/congestion pricing schemes."

Tim O'Reilly has written a response, calling Crawford's arguments "puzzling and unconvincing." O'Reilly dissects some of the math behind the business of driving others for money, as it applies to both conventional taxi drivers and "gig economy" drivers, as well as some of the qualitative effects of ride-dispatch services; surely some readers will take issue with his figures and examples, but they provide a plausible case for doubting Crawford's rosy picture of taxis and dark view of modern app-dispatched rides. O'Reilly writes: "Regulation is not a good in itself. It is a means of achieving public goods. And so far, it is pretty clear that Uber and Lyft (and in particular, the competition between them) are improving the transportation options in American cities. Regulators should be using the opportunity to revisit the old way of doing things rather than trying to make the new conform to outdated rules that no longer serve their purpose."

New Education Performance Data Published: Asia Dominates 263

jones_supa writes "The latest PISA (Programme for International Assessment) results are out today. Since 2000, the OECD has attempted to evaluate the knowledge and skills of 15-year olds across the world through its PISA test. More than 510,000 students in 65 economies took part in the latest test, which covered math, reading and science, with the main focus on math — which the OECD state is a 'strong predictor of participation in post-secondary education and future success.' Asian countries outperform the rest of the world, according to the OECD, with Shanghai, Singapore, Hong Kong, Taiwan, South Korea, Macau and Japan amongst the top performing countries and economies. Students in Shanghai performed so well in math that the OECD report compares their scoring to the equivalent of nearly three years of schooling above most OECD countries. The study shows also a slight gender cap: in all countries, boys generally perform a bit better than girls, but this applies only to math." Here's a spreadsheet listing each country's results. Dickey, pitcher for the New York Mets, has been in the news this week after two dominant pitching performances in a row, holding opponents to one hit in each of the games for the first time since Dave Stieb did it in 1988. He has taken over as the league's only knuckleball pitcher after Tim Wakefield retired last season. But just what is it about the knuckleball that makes it hard to hit? Conventional wisdom has it that the lack of spin on the knuckleball causes it to move in completely unpredictable ways, even changing directions in mid-flight. In the last few years, there has been a lot of good science done to understand baseball pitch trajectories, and a few months ago Prof. Alan M. Nathan showed that knuckleballs aren't really so different from other pitches. It turns out that the same 9-parameter equation that can be used to describe other pitch trajectories applies just as well to the knuckleball. The difference appears to be that, like in a chaotic system, knuckleballs depend sensitively on the initial conditions, so that small changes can cause randomly different forces at the start of the pitch which determine the resultant trajectory. Much of this and similar work depends on the Pitchf/x tool, which has recorded the complete trajectory, spin angle and spin rate of every MLB pitch since 2007! In their paper 'How to gamble if you're in a hurry,' they present algorithmic strategies and reclaim the world of gambling, which they say has up till recently flourished on the continuous Kolmogorov paradigm by some sugary discrete code that could make us hopefully richer, if not wiser. It's interesting since their work applies an advanced version of what seems to be the Kelly criterion."

Ian Lamont writes "IBM has filed a patent application that covers offshoring employees. Application 20090083107, dated March 26, 2009, is a 'method and system for strategic global resource sourcing.' Figure 2 gives a pretty good idea of what's involved — it shows boxes labelled 'Engineer,' 'HR,' and 'Programmer' with crossing arrows pointing to cylinders labelled 'India,' 'China,' and 'Hungary.' The article speculates that IBM may apply the methodology to its own staff — it reportedly plans to lay off thousands of employees and has even started a program to have IBM workers transfer to other countries at local wages."

What Math Courses Should We Teach CS Students? 392

Coryoth asks: "If you're taking computer science then getting as much mathematics as you can is probably a good idea. Ultimately, however, there are only so many math courses you an squeeze in. Given that, what areas of mathematics should we be teaching CS students for maximum benefit? Traditionally university math courses are structured around the needs of the physical sciences and engineering, which means calculus is what gets offered. While a decent calculus course can teach a certain amount of formality in reasoning, wouldn't CS students be better served with a course in mathematical logic and foundations with its greater degree of formal reasoning and obvious connections to fundamental concepts in computer science? Are courses in abstract algebra and graph theory going to be useful to CS students? Should courses in category theory (yes, it applies to computer science) be required of students going on in theoretical computer science? In short — what areas of mathematics are going to be the most useful and most applicable to computer science students? What courses were of the most value to you?"

Much Ado About Gas Prices 766

markmcb writes "It seems that a week cannot pass without finding big news about gas prices. They're up, they're down ... but why do we care so much? OmniNerd posted an article that aims to put gas prices in perspective. The author takes a look at other commodities and their price variances and applies some simple math in order to make the claim that best-gas-price-hunting is an effort that could be better used on other products. From the article, 'Why the disproportionate emphasis on gas prices in our culture, then? Although some cite a failure of politicians or media populists to account for inflation and purchasing power changes, I think it is simply because gas prices are in your face.'" IMO, the other side to the price of gas is that, especially in developed countries, it has a pervasive effect throughout all layers of the economy — food prices (because of the trucking), schools (busing), etc., etc.
