Air Taxis and Other Electric-Powered Aircraft Cleared For Takeoff (theverge.com) 41

The FAA has released final regulations for electric vertical takeoff and landing (eVTOL) vehicles, introducing a new category of aircraft for the first time in nearly 80 years. These rules provide a framework for pilot training and operational requirements, addressing industry concerns while aiming to support the future of advanced air mobility. The Verge reports: The FAA says these "powered-lift" vehicles will be the first completely new category of aircraft since helicopters were introduced in 1940. These aircraft will be used for a variety of services, including air taxis, cargo delivery, and rescue and retrieval operations. The final rules published today contain guidelines for pilot training as well as operational requirements regarding minimum safe altitudes and visibility. [...] Powered lift includes aircraft described by industry watchers as electric vertical takeoff and landing, or eVTOL. Using tilt rotors, eVTOL aircraft are designed to take off and land vertically like a helicopter and then transition into forward flight on fixed wings like a plane.

[...] A new pilot training and qualifications rule was needed because "existing regulations did not address this new category of aircraft, which can take off and land vertically like a helicopter and fly like an airplane during cruise flight," the FAA said. The rule also provides a "comprehensive framework" for certifying the initial group of powered-lift instructors and pilots. According to the agency, the rule would: "Makes changes to numerous existing regulations and establishes a Special Federal Aviation Regulation (SFAR) with new requirements to facilitate instructor and pilot certification and training. Applies helicopter operating requirements to some phases of flight and adopts a performance-based approach to certain operating rules. Allows pilots to train in powered-lift with a single set of flight controls; legacy rules require two flight controls -- one for the student and one for the instructor."
"The regulation published today will ensure the U.S. continues to play a global leadership role in the development and adoption of clean flight," said JoeBen Bevirt, founder and CEO of Joby, in a statement. "Delivering the rules ahead of schedule is testament to the dedication, coordination and hard work of the rulemaking team."

New York Will Start Requiring Credentials for All CS Teachers (govtech.com) 48

Long-time Slashdot reader theodp writes: In 2012, Microsoft President Brad Smith unveiled Microsoft's National Talent Strategy, which called for K-12 Computer Science education for U.S. schoolchildren to address a "talent crisis [that] endangers long-term growth and prosperity". The following year, tech-backed nonprofit Code.org burst onto the scene to deliver that education to schoolchildren, with Smith and execs from tech giants Google and Amazon on its Board of Directors (and Code.org donors Bill Gates and Mark Zuckerberg as lead K-12 CS instructors).

Using a mix of paid individuals, universities and other organizations that it helped to fund, along with online self-paced courses, Code.org boasts it quickly "prepared more than 106,000 new teachers to teach CS across grades K-12" through its professional learning programs. "No computer science experience required," Code.org teases prospective K-12 teachers (as does Code.org partner Amazon Future Engineer). Code.org organized K-12 CS teacher workforce expansion workshops.

However, at least one state is taking steps to put an end to the practice of rebranding individuals as K-12 CS teachers in as little as a day, albeit with a generous 10-year loophole for currently uncertified K-12 CS teachers. "At the start of the 2024-2025 academic year," reports GovTech, "the New York State Education Department (NYSED) is honing its credential requirements for computer science teachers, though the state has yet to join the growing list of those mandating computer science instruction for high school graduation. According to the department's website, as of Sept. 1, 2024, educators who teach computer science will need either a Computer Science Certificate issued by the state Board of Regents or a Computer Science Statement of Continued Eligibility (SOCE), which may be given to instructors who don't have the specific certificate but have nonetheless taught computer science since Sept. 1, 2017....

"The NYSED website says the SOCE is a temporary measure that will be phased out after 10 years, at which point all computer science instructors will need a Computer Science Certificate."

Students Have To Jump Through Absurd Hoops To Use Exam Monitoring Software (vice.com) 221

An anonymous reader quotes a report from Motherboard: Last month, as students at Wilfrid Laurier University, in Ontario, Canada, began studying for their midterm exams, many of them had to memorize not just the content on their tests, but a complex set of instructions for how to take them. The school has a student body of nearly 18,500 undergraduates, and is one of many universities that have increasingly turned to exam proctoring software to catch supposed cheaters. It has a contract with Respondus, one of the many exam proctoring companies offering software designed to monitor students while they take tests by tracking head and eye movements, mouse clicks, and more. This type of surveillance has become the new norm for tens of thousands of students around the world, who -- forced to study remotely as a result of the COVID-19 pandemic, often while paying full tuition -- are subjected to programs that a growing body of critics say are discriminatory and highly invasive.

Like its competitors in the exam surveillance industry, Respondus uses a combination of facial detection, eye tracking, and algorithms that measure "anomalies" in metrics like head movement, mouse clicks, and scrolling rates to flag students exhibiting behavior that differs from the class norm. These programs also often require students to do 360-degree webcam scans of the rooms in which they're testing to ensure they don't have any illicit learning material in sight.

Some of the requirements for Wilfrid Laurier students went even further. In exam instructions distributed to students, one WLU professor wrote that anyone who wished to use foam noise-cancelling ear plugs must "in plain view of your webcam place the ear plugs on your desk and use a hard object to hit each ear plug before putting it in your ear -- if they are indeed just foam ear plugs they will not be harmed." Other instructors required students to buy hand mirrors and hold them up to their webcams prior to beginning a test to ensure they hadn't written anything on the webcam. Another professor told students, "DO NOT allow others in your home to use the internet while you are completing your test," presumably because proctoring software can be a nightmare for students without reliable high-speed internet access. That same exam guide also said that students should not sit in front of pictures or posters that contain animal faces because the software might flag them as suspicious for having another person in the room -- not a reassuring requirement, given that one of the chief criticisms of exam proctoring software is that they often fail to recognize students with darker skin tones.
One of the main reasons why this is such an issue is because most universities have chosen not to set standards for how instructors should use proctoring software.

"As a result, campuses that use the programs are increasingly seeing students voice their anger not just with the programs themselves, but with how individual professors use them," reports Motherboard. Students also aren't accepting the excuse universities and proctoring software companies often make: that professors decide how to use the tools, so they're the ones responsible for the harms they cause.

Arkansas Declares a High School CS Education State of Emergency 120

theodp writes: Aiming to deliver on Governor Asa Hutchinson's inspired-by-Code.org-and-others Plan For Job Creation Through Technology Education, the Arkansas House voted 99-0 last week to require high schools to offer [but not require] a course in computer science, either in a traditional or online setting, starting this fall. Hutchinson learned last December that the state has only 6 qualified instructors to teach CS to high school students, so it's envisioned that the courses will be offered online through Virtual Arkansas ("where AR kids are Our kids").

Interestingly, House Bill 1183 includes a pretty dire-sounding Emergency Clause: "It is found and determined by the General Assembly of the State of Arkansas that computer science and technology skills are of vital importance to meet the growing needs of the workforce; that public school students need opportunities to develop computer science and technology skills in order to be competitive in the future; and that this act is immediately necessary to ensure that the Department of Education has the time necessary to develop and modify academic standards for computer science courses before beginning of the 2015-2016 school year. Therefore, an emergency is declared to exist, and this act being immediately necessary for the preservation of the public peace, health, and safety shall become effective on: (1) The date of its approval by the Governor."

itwbennett writes "According to Harvard magazine, Harvard's Faculty of Arts and Sciences voted at its meeting on May 11 to require instructors to officially inform the Registrar 'at the first week of the term' of the intention to end a course with a formal, seated exam, 'the assumption shall be that the instructor will not be giving a three-hour final examination.' Dean of undergraduate education Jay M. Harris 'told the faculty that of 1,137 undergraduate-level courses this spring term, 259 scheduled finals — the lowest number since 2002, when 200 fewer courses were offered. For the more than 500 graduate-level courses offered, just 14 had finals, he reported.'"

Hugh Pickens writes "eCampus News reports that at the University of Denver, journalism students are assigned to write Wikipedia entries as part of a curriculum that stresses online writing and content creation, and students have so far composed 24 Wikipedia articles this year, covering topics from the gold standard to the San Juan Mountains to bimetallism, an antiquated monetary standard. Journalism instructors Lynn Schofield Clark and Christof Demont-Heinrich say students are told to check their sourcing carefully, just as they would for an assignment at a local newspaper. 'Students are leery about mentioning Wikipedia, because they might be subjected to criticism. But I tell them it's an online source of knowledge that just has some information that might be questionable, but that doesn't mean you have to dismiss all of [its content],' says Demont-Heinrich, who first assigned the Wikipedia writing to students in his introductory course taught during the university's recent winter semester. He said the Wikipedia entries didn't require old-school shoe leather reporting — because the online encyclopedia bars the use of original quotes — but they teach students how to thoroughly research a topic before publishing to a site that has over 350 million unique visitors and gets over 10 billion page views a month. 'I see journalism as being completely online within the next two to five years,' says Demont-Heinrich. 'If you're not trained to expect that and write for that, then you're not going to be ready for the work world.'"
