President Donald Trump will nominate Republican Brendan Carr to the FCC's fifth and final commissioner position, the White House announced last night. Carr served as FCC Commissioner Ajit Pai's Wireless, Public Safety, and International Legal Advisor for three years. After Trump elevated Pai to the chairmanship in January, Pai appointed Carr to become the FCC's general counsel. "Brendan has a distinguished record of public service, having worked at the agency for over five years, including most recently as the FCC's General Counsel," Pai said after the White House announcement. "In particular, Brendan's expertise on wireless policy and public safety will be a tremendous asset to the Commission."

Smartphones May Be To Blame For Unprecedented Spike In Pedestrian Deaths, Says Report (cnn.com) 200

According to a report from the Governors Highway Safety Association, the United States saw its largest annual increase in pedestrian fatalities since such record keeping began 40 years ago. "The [association] estimated there were 6,000 pedestrian deaths in 2016, the highest number in more than 20 years," reports CNN. "Since 2010, pedestrian fatalities have grown at four times the rate of overall traffic deaths." From the report: The thing that has changed dramatically in recent years is smartphone use. The volume of wireless data used from 2014 to 2015 more than doubled, according to the Wireless Association. Drivers and pedestrians who are distracted by their smartphones are less likely to be aware of their surroundings, creating the potential for danger. The Governors Highway Safety Association looked at data from the first six months of 2016 that came from 50 state highway safety offices and the District of Columbia. The complete data will be available later this year. The findings come as traffic safety experts have called for totally eliminating deaths on roadways. Near-term solutions include designing roads and vehicles to be safer. Cutting down on speeding and drunk driving are obvious targets.

AT&T Receives $6.5 Billion To Build Wireless Network For First Responders (reuters.com) 57

The First Responder Network, FirstNet, an independent arm of the Department of Commerce, has awarded a contract to AT&T to build a nationwide wireless broadband network to better equip first responders. "FirstNet will provide 20MHz of high-value, telecommunications spectrum and success-based payments of $6.5 billion over the next five years to support the network buildout," AT&T said in its announcement. Reuters reports: The effort to set up a public safety network was triggered by communications failures during the Sept. 11, 2001 attacks, when first responders were unable to effectively communicate as they used different technologies and networks. The FirstNet network will help emergency medical personnel, firefighters and police officers communicate vital information on one single network in real time, as opposed to using thousands of separate, incompatible systems. The rollout of the network, which will cover will cover all states, five U.S. territories and the District of Columbia, will begin later this year, AT&T said on Thursday. AT&T will spend about $40 billion over the period of the 25-year agreement to build, operate and maintain the network.

From a report on CNET: With Samsung's Galaxy S8 to launch next week, a renewed discussion of the Note 7, which had an unhealthy tendency to catch fire and which had to be recalled, is inevitable. Samsung opened that door in January when it embarked on a mea culpa tour. Beyond spelling out the cause of the overheating problem in its popular phone, the company unveiled an eight-point battery check system it said surpassed industry practices, and it invited rivals to follow its model. But two months after the introduction, what's the industry response? A collective shrug. Interviews with phone makers and carriers found that while all placed a high priority on safety, few would talk specifically about Samsung's new battery check process or the idea of adopting it for themselves.

Florida Senator: No Permit Needed For Driverless Cars In Florida (politifact.com) 131

In response to the California Department of Motor Vehicles ordering Uber's autonomous vehicles off the roads in San Francisco due to a lack of a permit, Florida state Sen. Jeff Brandes said he welcomes the company with open arms. Brandes tweeted: "Hey @Uber, unlike California we in Florida welcome driverless cars -- no permit required. #OpenForBusiness #FlaPol." PolitiFact reports: Several car companies are developing fully autonomous or self-driving cars operated by computers and testing them in some states. But it could be several years before they are broadly publicly available due to the cost, questions about liability and the technology and as state government officials grapple with oversight. While California's law requires a permit, that's not the case in Florida. "Florida has the least restrictive active state laws for the operation of autonomous vehicles," said John Terwilleger, an attorney at Gunster, Yoakley -- Stewart in West Palm Beach. Terwilleger represents a company that is involved in developing and using autonomous vehicles in Florida. In 2012, the Florida Legislature passed a law co-sponsored by Brandes that allowed a person with a valid driver's license to operate an autonomous vehicle. Before companies could test autonomous cars, they had to submit proof that they had $5 million in insurance. But in 2016, the Florida Legislature passed new rules that eliminated some of the previous requirements, including the $5 million in insurance. The new law also got rid of the requirement that a human operator be present in the vehicle, as long as an operator can be alerted in case of technology failure and stop the vehicle. Since there is no permit for autonomous vehicles, the state has no information regarding how many Floridians own one, said Beth Frady, spokeswoman for the Florida Department of Highway Safety and Motor Vehicles. Florida law treats an autonomous vehicle in the same manner as any other motor vehicle operating on our roads, said Chris Spencer, a spokesman for Brandes. "There are no requirements for additional permitting, licensing, or approval from any state or local government body to operate an autonomous vehicle on our roads," he said. That's still the case, even though Florida was the location of the first fatality involving a self-driving car. In May, Joshua Brown, was killed when his Tesla while on autopilot crashed into a tractor-trailer in Williston.

Feds Unveil Rule Requiring Cars To 'Talk' To Each Other (thehill.com) 292

An anonymous reader quotes a report from The Hill: The Obama administration released a long-awaited rule on Tuesday requiring all new vehicles to have communication technology that allows them to "talk" to each another, which officials say could prevent tens of thousands of crashes each year. The proposal calls for all new light-duty cars and trucks to eventually be equipped with vehicle-to-vehicle (V2V) technology, a safety system that enables cars to send wireless signals to each other, anticipate each other's moves and thus avoid crashes. The rule would require 100 percent of new vehicle fleets to have V2V technology within four years of the final rule's enactment. The proposal will be open for public comment for 90 days. The connected vehicle rule builds on previous work by the outgoing administration to accelerate the deployment of innovative safety technology. The Department of Transportation released the first-ever federal guidelines for driverless cars in September. "We are carrying the ball as far as we can to realize the potential of transportation technology to save lives," said Transportation Secretary Anthony Foxx. "This long-promised V2V rule is the next step in that progression. Once deployed, V2V will provide 360-degree situational awareness on the road and will help us enhance vehicle safety." Officials say V2V has the potential to mitigate 80 percent of non-impaired crashes and can interact with other crash avoidance systems, like automatic braking. V2V uses dedicated short-range radio communications to exchange messages about a car's speed, direction and location. The system uses that information from other vehicles to identify potentials risks and warn its driver. A pair of Democratic senators called on the agency to ensure that vehicles have "robust" cybersecurity and privacy protections in place before automakers deploy V2V.

FCC Abides By GOP Request To Stop What It's Doing, Deletes Everything From Meeting Agenda (arstechnica.com) 119

One day after republicans from the house and senate sent letters to FCC Chairman Tom Wheeler, urging him to avoid passing regulations before Donald Trump's inauguration as president, Wheeler appears to have complied with the request. The FCC today "announced the deletion of all items that were originally scheduled to be presented and voted on at tomorrow's meeting." Ars Technica reports: Before the change, the agenda included votes on price caps for "special access" business data services; Universal Service funding to expand mobile broadband networks; wireless roaming obligations; and requirements for audio description of TV programming for blind and visually impaired people. The only item not deleted from tomorrow's meeting is part of the "consent agenda," which means it is routine and wasn't going to be presented individually. Of the major items, the business data services proposal had received the most attention. These are dedicated wireline circuits provided by traditional phone companies like AT&T and Verizon; the services supply bandwidth for cellular data networks, indirectly affecting the price consumers pay for wireless service. The business data services are also used by banks and retailers to connect ATM machines and credit card readers, by government and corporate users to connect branch offices and data centers, and to support public safety operations and health care facilities. The now-deleted agenda item would have phased in price cap decreases of 11 percent over three years to account for "over a decade of efficiency gains" since the last price cap adjustment.

AT&T Considers Stopping All Samsung Note 7 Sales (bloomberg.com) 54

An anonymous reader quotes a report from Bloomberg: ATT Inc. is considering stopping all sales of Samsung Electronics Co.'s flagship Galaxy Note 7 over concerns about the smartphone's safety, according to a person familiar with the situation. A final decision will likely come as soon as Friday, said the person, who asked not to be identified because the deliberations are private. ATT spokesman Fletcher Cook declined to comment. Like many competitors, the second-largest U.S. wireless carrier is already offering alternative smartphones to people who return Note 7 devices. Samsung started replacing the Note 7 last month because of a flaw in its lithium battery that can lead to overheating and pose a burn hazard to customers. Airlines have banned customers from using the smartphones on flights, and the evacuation of a Southwest Airlines Co. plane earlier this week was blamed on smoke caused by a replacement device. ATT's move would be a further blow to Samsung. The wireless carrier is the third-biggest customer of the South Korean company, according to estimates compiled by Bloomberg. Samsung is already facing a bill that analysts estimate stretching into the billions of dollars for the recall of 2.5 million Note 7 phones that it announced last month. A U.S.-based Samsung spokeswoman didn't immediately have a comment.

AT&T Is Boosting Data Plans, Dropping Overage Fees (reuters.com) 71

An anonymous reader quotes a report from Reuters: ATT Inc, the No. 2 U.S wireless provider, said on Wednesday that it would roll out a new data plan that does away with overage fees and reduces data speeds for wireless customers who surpass their data allowance. Beginning Sunday, customers can choose the new Mobile Share Advantage plan and pay for extra data, if needed, or work with slower data speeds instead of paying for overages, the company said in a statement. Its current plan includes a $5 data overage charge per 300 megabytes on its 300-megabyte plan and $15 per 1 gigabyte on other plans. ATT has also revised prices and data bucket sizes. For instance, its larger 25-gigabyte plan now costs $190 per month for four smartphone lines. It previously cost $235. All the new plans include an access charge of $10 to $40 per month for each device, ATT said. The new plans will continue to have features such as unlimited text and talk and rollover data. Plans above 10 gigabytes also include unlimited talk and text to Mexico and Canada and no roaming charges in Mexico. Last month, Verizon introduced a new "Safety Mode" for its data plans that similarly throttles customers who exceed their monthly allotment to avoid overages. While Verizon charges customers on lower tier plans for the feature, ATT notes that it does not apply any extra charges.

Proposed MAC Sniffing Dongle Intended To Help Recover Stolen Electronics 120

An anonymous reader writes to say that an Iowa City police officer is developing a new concept to help police find more stolen property. The Gazette has a short report that officer David Schwindt, inspired by a forensics class, is working on L8NT, a specialized wireless dongle to help police officers locate stolen electronics (any of them with wireless capabilities and a MAC address, at least) by scanning for MAC addresses associated with stolen goods. The idea is to have police scan as they drive for these MAC entries, and match them against a database. The article notes a few shortcomings in this concept, but does not point out an even bigger one: MAC addresses are usually mutable, anyhow, in a way that's not as obvious as an obscured serial number, and thieves could refine their business model by automating the change.

Foxconn Offers Electric Car Rental Service In China 20

Since starting the business in Beijing last year, they have launched similar services in Hangzhou and Changzhou. Another business in Guiyang will open with 100 electric vehicles in July. The service is activated through an app, website, or WeChat platform, and customers will be able to use the car with a QR code. The vehicles come equipped with internet connectivity and warns drivers of low battery and shows the nearest charging stations. The company is also working on a platform for the operation of new energy vehicles saying: "Foxconn's telematics devices have also entered BMW's supply chain, and the company is also shipping 17-inch in-car displays to Tesla. Additionally, Foxconn has also teamed up with China-based Chery to supply the automaker with digital dashboards, telematics devices, wireless charging boards and vehicle safety systems."

Starting This Week, Wireless Carriers Must Unlock Your Phone 100

HughPickens.com writes Andrew Moore-Crispin reports that beginning today, as result of an agreement major wireless carriers made with FCC Chairman Tom Wheeler in late 2013, wireless carriers in the US must unlock your phone as soon as a contract term is fulfilled if asked to do so unless a phone is connected in some way to an account that owes the carrier money. Carriers must also post unlocking policies on their websites (here are links for AT&T, Verizon, Sprint, and T-Mobile), provide notice to customers when their devices are eligible for unlocking, respond to unlock requests within two business days, and unlock devices for deployed military personnel. So why unlock your phone? Unlocking a phone allows it to be used on any compatible network, regardless of carrier which could result in significant savings. Or you could go with an MVNO, stay on the same network, and pay much less for the same cellular service.

FCC Fines Verizon For Failing To Investigate Rural Phone Problems 94

WheezyJoe writes Verizon agreed to a $5 million settlement after admitting that it failed to investigate whether its rural customers were able to receive long distance and wireless phone calls. The settlement is related to the FCC's efforts to address what is known as the rural call completion problem. Over an eight-month period during 2013, low call answer rates in 39 rural areas should have triggered an investigation, the FCC said. The FCC asked Verizon what steps it took, and Verizon said in April 2014 that it investigated or fixed problems in 13 of the 39 areas, but did nothing in the other 26.

"Rural call completion problems have significant and immediate public interest ramifications," the FCC said in its order on the Verizon settlement today. "They cause rural businesses to lose customers, impede medical professionals from reaching patients in rural areas, cut families off from their relatives, and create the potential for dangerous delays in public safety communications." Verizon has been accused of letting its copper landline network decay while it shifts its focus to fiber and cellular service. The FCC is working a plan to protect customers as old copper networks are retired.

Harvesting Wi-Fi Backscatter To Power Internet of Things Sensors 138

Or, battery-free sensors embedded around your home that could track minute-by-minute temperature changes and send that information to your thermostat to help conserve energy. This not-so-distant 'Internet of Things' reality would extend connectivity to perhaps billions of devices. Sensors could be embedded in everyday objects to help monitor and track everything from the structural safety of bridges to the health of your heart. But having a way to cheaply power and connect these devices to the Internet has kept this from taking off. Now, University of Washington engineers have designed a new communication system that uses radio frequency signals as a power source and reuses existing Wi-Fi infrastructure to provide Internet connectivity to these devices. Called Wi-Fi backscatter, this technology is the first that can connect battery-free devices to Wi-Fi infrastructure. The researchers will publish their results at the Association for Computing Machinery's Special Interest Group on Data Communication's annual conference this month in Chicago. In Letter To 20 Automakers, Senator Demands Answers On Cybersecurity 80

But those proofs of concept are close enough to the real thing to prompt an inquiry from U.S. Senator Ed Markey, who sent a letter to 20 major auto manufacturers (PDF) asking for information about consumer privacy protections and safeguards against cyber attacks in their vehicles. Markey's letter, dated December 2, cites recent reports of 'commands...sent through a car's computer system that could cause it to suddenly accelerate, turn or kill the breaks,' and references research conducted by Charlie Miller and Chris Valasek (PDF) on the Toyota Prius and Ford Escape. 'Today's cars and light trucks contain more than 50 separate electronic control units (ECUs), connected through a controller area network (CAN) ... Vehicle functionality, safety and privacy all depend on the functions of these small computers, as well as their ability to communicate with one another,' Markey wrote. Among the questions Markey wants answers to: What percentage of cars sold in model years 2013 and 2014 do not have any wireless entry points? What are automakers' methods for testing for vulnerabilities in technologies it deploys — including third pressure technologies? Markey asks specifically about tire pressure monitors, bluetooth and other wireless technologies and GPS (like Onstar). What third party penetration testing is conducted on vehicles (and any results)? What intrusion detection features exist for critical components like controller area network (CAN) buses on connected vehicles?"

NTSB Calls For Wireless Tech To Enable Vehicles To Talk To Each Other 153

Lucas123 writes "In the aftermath of a school bus accident last year, the U.S. National Transportation Safety Board (NTSB) this week called for cars, trucks and buses to be equipped with machine-to-machine communications technology that could help vehicles avoid accidents by knowing what other vehicles are doing. In the bus accident, a Mack truck sped through an intersection slamming into the rear of the bus, killing one and injuring more than a dozen others. 'Systems such as connected vehicle technology could have provided an active warning to the school bus driver of the approaching truck as he began to cross the intersection,' the NTSB stated in its report. Among others, Intel is working with National Taiwan University on M2M technology that would allow vehicles the exchange of data, allowing each to know what's going on around them. 'We're even imagining that in the future cars would be able to ask other cars, "Hey, can I cut into your lane?" Then the other car would let you in,' said Jennifer Healey, a research scientist with Intel."
