Google Assistant Division Is Reorganizing To Focus On Bard (cnbc.com) 12

An anonymous reader quotes a report from CNBC: Google is reshuffling the reporting structure of its virtual assistant unit -- called Assistant -- to focus more on Bard, the company's new artificial intelligence chat technology. In a memo to employees on Wednesday, titled "Changes to Assistant and Bard teams," Sissie Hsiao, vice president and lead of Google Assistant's business unit, announced changes to the organization that show the unit heavily prioritizing Bard. "As the Bard teams continue this work, we want to ensure we continue to support and execute on the opportunities ahead," Hsiao said in the email. "This year, more than ever, we have been focused on delivery with impact to our users."

Jianchang "JC" Mao, who reported directly to Hsiao, will be leaving the company for personal reasons, according to the memo, which was viewed by CNBC. Mao held the position of vice president of engineering for Google Assistant and "helped shape the Assistant we have today," Hsiao wrote. Taking Mao's place will be 16-year Google veteran Peeyush Ranjan, who most recently held the title of vice president in Google's commerce organization, overseeing payments.

The new leadership changes suggest that the Assistant organization may be planning on integrating Bard technology into similar products in the future. [...] As part of Wednesday's change, Google Assistant engineering vice president Amar Subramanya will now lead engineering for the Bard team, the email said. Trevor Strohman, who previously led engineering efforts for Bard, will continue as an "Area Tech Lead" for Bard, reporting to Hsiao.
Ars Technica's Ron Amadeo ponders if the Google Assistant is facing a "looming Google shutdown."

"If we assume the idea of the Google Assistant -- a voice assistant that helps you do things -- isn't completely dead at Google, you could imagine a future where Bard's language model helps it understand what you want to do and will do it, but it feels like the service is years away from something like that," writes Amadeo. "The Assistant today doesn't have language model problems, though, just voice recognition problems, and Bard won't help with that."

E3 2023 has been called off "after huge gaming companies like Nintendo, Microsoft, and Ubisoft all said they wouldn't be participating in the event," reports The Verge. From the report: E3 2023 was scheduled for June 13th through 16th with a mix of industry-focused days and days that would be open to the public. But in the lead-up to June, there had been some worrying signs that things might be rocky for E3's revival. According to an email sent to employees and verified by IGN, E3 2023 "simply did not garner the sustained interest necessary to execute it in a way that would showcase the size, strength, and impact of our industry." In an email to The Verge, Kyle Marsden-Kish, global VP of gaming at ReedPop, wrote: "This was a difficult decision because of all the effort we and our partners put toward making this event happen, but we had to do what's right for the industry and what's right for E3. We appreciate and understand that interested companies wouldn't have playable demos ready and that resourcing challenges made being at E3 this summer an obstacle they couldn't overcome. For those who did commit to E3 2023, we're sorry we can't put on the showcase you deserve and that you've come to expect from ReedPop's event experiences."

Marsden-Kish suggested the convention could return in subsequent years.

Google Launches Ads Transparency Center As a Searchable Database 7

After launching My Ad Center last fall, Google is now introducing the Ads Transparency Center as a "searchable hub of all ads served from verified advertisers." 9to5Google reports: The Ads Transparency Center will let you view all the advertisements a company has run using Google's networks. Each ad includes the date it last ran, format (text, video, etc.), and what region (country) it was shown in: "For example, imagine you're seeing an ad for a skincare product you're interested in, but you don't recognize the brand, or you're curious to understand if you recognize other ads from this brand. With the Ads Transparency Center, you can look up the advertiser and learn more about them before purchasing or visiting their site."

You can search by advertiser (with approximate ad quantity noted) or website, with filters for topics, time, and country. Once an advertiser is selected, Google will show the feed of ads with the ability to select for more details. You'll be able to access it directly here or from the My Ad Center, which lets you customize advertising that appears in Search, Discover, Shopping, and YouTube.

AI Leaders Urge Labs To Halt Training Models More Powerful Than ChatGPT-4 (bloomberg.com) 153

Artificial intelligence experts, industry leaders and researchers are calling on AI developers to hit the pause button on training any models more powerful than the latest iteration behind OpenAI's ChatGPT. From a report: More than 1,100 people in the industry signed a petition calling for labs to stop training powerful AI systems for at least six months to allow for the development of shared safety protocols. Prominent figures in the tech community, including Elon Musk and Apple co-founder Steve Wozniak, were listed among the signatories, although their participation could not be immediately verified. "Recent months have seen AI labs locked in an out-of-control race to develop and deploy ever more powerful digital minds that no one -- not even their creators -- can understand, predict, or reliably control," said an open letter published on the Future of Life Institute website. "Powerful AI systems should be developed only once we are confident that their effects will be positive and their risks will be manageable."

Bill Gates Predicts 'The Age of AI Has Begun' (gatesnotes.com) 221

Bill Gates calls the invention of AI "as fundamental as the creation of the microprocessor, the personal computer, the Internet, and the mobile phone," predicting "Entire industries will reorient around it" in an essay titled "The AI Age has Begun." In my lifetime, I've seen two demonstrations of technology that struck me as revolutionary. The first time was in 1980, when I was introduced to a graphical user interface — the forerunner of every modern operating system, including Windows.... The second big surprise came just last year. I'd been meeting with the team from OpenAI since 2016 and was impressed by their steady progress. In mid-2022, I was so excited about their work that I gave them a challenge: train an artificial intelligence to pass an Advanced Placement biology exam. Make it capable of answering questions that it hasn't been specifically trained for. (I picked AP Bio because the test is more than a simple regurgitation of scientific facts — it asks you to think critically about biology.) If you can do that, I said, then you'll have made a true breakthrough.

I thought the challenge would keep them busy for two or three years. They finished it in just a few months. In September, when I met with them again, I watched in awe as they asked GPT, their AI model, 60 multiple-choice questions from the AP Bio exam — and it got 59 of them right. Then it wrote outstanding answers to six open-ended questions from the exam. We had an outside expert score the test, and GPT got a 5 — the highest possible score, and the equivalent to getting an A or A+ in a college-level biology course. Once it had aced the test, we asked it a non-scientific question: "What do you say to a father with a sick child?" It wrote a thoughtful answer that was probably better than most of us in the room would have given. The whole experience was stunning.

I knew I had just seen the most important advance in technology since the graphical user interface.

GitHub.com Rotates Its Exposed Private SSH Key (bleepingcomputer.com) 20

GitHub has rotated its private SSH key for GitHub.com after the secret was was accidentally published in a public GitHub repository. BleepingComputer reports: The software development and version control service says, the private RSA key was only "briefly" exposed, but that it took action out of "an abundance of caution." In a succinct blog post published today, GitHub acknowledged discovering this week that the RSA SSH private key for GitHub.com had been ephemerally exposed in a public GitHub repository.

"We immediately acted to contain the exposure and began investigating to understand the root cause and impact," writes Mike Hanley, GitHub's Chief Security Officer and SVP of Engineering. "We have now completed the key replacement, and users will see the change propagate over the next thirty minutes. Some users may have noticed that the new key was briefly present beginning around 02:30 UTC during preparations for this change." As some may notice, only GitHub.com's RSA SSH key has been impacted and replaced. No change is required for ECDSA or Ed25519 users.

3DS, Wii U eShop Shutdown Leaves Archivists In the Wind, Hobbyists Pick Up the Pieces (techdirt.com) 39

On March 27th, Nintendo's eShop for its 3DS and Wii U consoles will be shut down. With many of the titles being original to those consoles and not available anywhere else, it's left archivists and historians scrambling to preserve them before it's too late. However, those preservation plans get complicated given Nintendo's litigious nature on matters of intellectual property. Techdirt's Timothy Geigner writes: Preventing the gaming public from continuing to buy games that rely on a company-operated backend infrastructure is one thing. After all, Nintendo can do what it wants when it comes to putting its products into commerce. But what really annoyed a ton of people, myself included, was how this would impact archivists and historians, or anyone else interested in preserving video game history and culture. With the impending shutdown, some of those entities are once again expressing concern: "While it's unfortunate that people won't be able to purchase digital 3DS or Wii U games anymore, we understand the business reality that went into this decision,' the Video Game History Foundation (VGHF) tweeted when the eShop shutdowns were announced a year ago. 'What we don't understand is what path Nintendo expects its fans to take, should they wish to play these games in the future.'"

Because Nintendo is litigious, utilizes DRM, and the DMCA exists, all of that combines to make it wildly unsafe for museums and archivists to actually retain copies of these games that will shortly no longer be found anywhere else. And, no, the exemptions built into the DMCA for content such as movies and literature simply don't exist for the video game space. [...] So what can be done? Not a whole lot, honestly, but some hobbyists are at least going to make a go of it: "In an effort to address this -- or at least address it in a single place on as few consoles as possible -- YouTuber The Completionist decided to sit down and spend almost a year of his life (328 days in total) buying his way through both libraries. He's now done, and the statistics are staggering. The dude bought 866 Wii U games and 1547 3DS titles, numbers that include DSiWare, Virtual Console releases and downloadable content. That adds up to 1.2TB of data for the Wii U, and 267GB for the 3DS. Or, for the 3DS purists reading, 2,136,689 blocks."

As part of this effort, The Completionist has said he plans to donate all of this digital media to the VGHF. What they can do with all of that content still remains to be seen. All of the same copyright and DMCA rules still apply, so what access it can grant to researchers, never mind the public, is in question.

A Trillionth-of-a-Second Shutter Speed Camera Catches Chaos in Action (sciencealert.com) 21

Long-time Slashdot reader turp182 shares two stories about the new state-of-the-art in very-high-speed imaging. "The techniques don't image captured photons, but instead 'touch' the target to perform imaging/read structures using either lasers or neutrons."

First, Science Daily reports that physicists from the University of Gothenburg (with colleagues from the U.S. and Germany) have developed an ultrafast laser camera that can create videos at 12.5 billion images per second, "which is at least a thousand times faster than today's best laser equipment." [R]esearchers use a laser camera that photographs the material in [an ultrathin, one-atom-thick] two-dimensional layer.... By observing the sample from the side, it is possible to see what reactions and emissions occur over time and space. Researchers have used single-shot laser sheet compressed ultrafast photography to study the combustion of various hydrocarbons.... This has enabled researchers to illustrate combustion with a time resolution that has never been achieved before. "The more pictures taken, the more precisely we can follow the course of events...." says Yogeshwar Nath Mishra, who was one of the researchers at the University of Gothenburg and who is now presenting the results in a scientific article in the journal Light: Science & Applications.... The new laser camera takes a unique picture with a single laser pulse.
Meanwhile, ScienceAlert reports on a camera with a trillionth-of-a-second shutter speed — that is, 250 million times faster than digital cameras — that's actually able to photograph atomic activity, including "dynamic disorder." Simply put, dynamic disorder is when clusters of atoms move and dance around in a material in specific ways over a certain period — triggered by a vibration or a temperature change, for example. It's not a phenomenon that we fully understand yet, but it's crucial to the properties and reactions of materials. The new super-speedy shutter speed system gives us much more insight into what's happening....

The researchers are referring to their invention as variable shutter atomic pair distribution function, or vsPDF for short.... To achieve its astonishingly quick snap, vsPDF uses neutrons to measure the position of atoms, rather than conventional photography techniques. The way that neutrons hit and pass through a material can be tracked to measure the surrounding atoms, with changes in energy levels the equivalent of shutter speed adjustments.

400,000 Gallons of Radioactive Water Leaked from a Nuclear Plant in Minnesota (apnews.com) 166

"Minnesota regulators said Thursday they're monitoring the cleanup of a leak of 400,000 gallons of radioactive water from Xcel Energy's Monticello nuclear power plant," reports the Associated Press, "and the company said there's no danger to the public." "Xcel Energy took swift action to contain the leak to the plant site, which poses no health and safety risk to the local community or the environment," the Minneapolis-based utility said in a statement. While Xcel reported the leak of water containing tritium to state and federal authorities in late November, the spill had not been made public before Thursday.

State officials said they waited to get more information before going public with it.... "Now that we have all the information about where the leak occurred, how much was released into groundwater, and that contaminated groundwater had moved beyond the original location, we are sharing this information," said Minnesota Pollution Control Agency spokesman Michael Rafferty, adding the water remains contained on Xcel's property and poses no immediate public health risk.

The company said it notified the federal Nuclear Regulatory Commission and the state on Nov. 22, the day after it confirmed the leak, which came from a pipe between two buildings. Since then, it has been pumping groundwater, storing and processing the contaminated water, which contains tritium levels below federal thresholds. "Ongoing monitoring from over two dozen on-site monitoring wells confirms that the leaked water is fully contained on-site and has not been detected beyond the facility or in any local drinking water," the Xcel Energy statement said.

When asked why Xcel Energy didn't notify the public earlier, the company said: "We understand the importance of quickly informing the communities we serve if a situation poses an immediate threat to health and safety. In this case, there was no such threat."

Active Volcano On Venus Shows It's a Living Planet (science.org) 21

sciencehabit shares a report from Science Magazine: Choked by a smog of sulfuric acid and scorched by temperatures hot enough to melt lead, the surface of Venus is sure to be lifeless. For decades, researchers also thought the planet itself was dead, capped by a thick, stagnant lid of crust and unaltered by active rifts or volcanoes. But hints of volcanism have mounted recently, and now comes the best one yet: direct evidence for an eruption. Geologically, at least, Venus is alive.

The discovery comes from NASA's Magellan spacecraft, which orbited Venus some 30 years ago and used radar to peer through the thick clouds. Images made 8 months apart show a volcano's circular mouth, or caldera, growing dramatically in a sudden collapse. On Earth, such collapses occur when magma that had supported the caldera vents or drains away, as happened during a 2018 eruption at Hawaii's Kilauea volcano. Witnessing this unrest during the short observation period suggests either Magellan was spectacularly lucky, or, like Earth, Venus has many volcanoes spouting off regularly, says Robert Herrick, a planetary scientist at the University of Alaska, Fairbanks. Herrick, who led the study, says, "We can rule out that it's a dying planet."

The discovery, published today in Science and presented at the Lunar and Planetary Science Conference, makes Venus only the third planetary body in the Solar System with active magma volcanoes, joining Earth and Io, Jupiter's fiery moon. It means future missions to Venus will be able to study "bare, gorgeous new rock" that provides a sample of the planet's interior, Gilmore says. The discovery of more volcanoes, in old or future data, will also help scientists understand how Venus is shedding its interior heat and evolving. And it will shake scientists out of their long-standing view that a spasm of activity a half-billion years ago repaved the planet's surface -- as evidenced by a relative paucity of impact craters -- and was followed by a long period of quiet.

A Growing Number of Scientists Are Convinced the Future Influences the Past (vice.com) 200

An anonymous reader quotes a report from Motherboard: Have you ever found yourself in a self-imposed jam and thought, "Well, if it isn't the consequences of my own actions"? It's a common refrain that exposes a deeper truth about the way we humans understand time and causality. Our actions in the past are correlated to our experience of the future, whether that's a good outcome, like acing a test because you prepared, or a bad one, like waking up with a killer hangover. But what if this forward causality could somehow be reversed in time, allowing actions in the future to influence outcomes in the past? This mind-bending idea, known as retrocausality, may seem like science fiction grist at first glance, but it is starting to gain real traction among physicists and philosophers, among other researchers, as a possible solution to some of the most intractable riddles underlying our reality.

In other words, people are becoming increasingly "retro-curious," said Kenneth Wharton, a professor of physics at San Jose State University who has published research about retrocausality, in a call with Motherboard. Even though it may feel verboten to consider a future that affects the past, Wharton and others think it could account for some of the strange phenomena observed in quantum physics, which exists on the tiny scale of atoms.

"We have instincts about all sorts of things, and some are stronger than others," said Wharton, who recently co-authored an article about retrocausality with Huw Price, a distinguished professor emeritus at the University of Bonn and an emeritus fellow of Trinity College, Cambridge. "I've found our instincts of time and causation are our deepest, strongest instincts that physicists and philosophers -- and humans -- are loath to give up," he added. Scientists, including Price, have speculated about the possibility that the future might influence the past for decades, but the renewed curiosity about retrocausality is driven by more recent findings about quantum mechanics. [...] While there are a range of views about the mechanics and consequences of retrocausal theories, a growing community of researchers think this concept has the potential to answer fundamental questions about the universe.
"The problem facing physics right now is that our two pillars of successful theories don't talk to each other," Wharton explained. "One is based in space and time, and one has left space and time aside for this giant quantum wave function."

"The solution to this, as everyone seems to have agreed without discussing it, is that we've got to quantize gravity," he continued. "That's the goal. Hardly anyone has said, 'what if things really are in space and time, and we just have to make sense of quantum theory in space and time'? That will be a whole new way to unify everything that people are not looking into."

Price agreed that this retrocausality could provide a new means to finally "eliminate the tension" between quantum mechanics and classical physics (including special relativity). "Another possible big payoff is that retrocausality supports the so-called 'epistemic' view of the wave function in the usual quantum mechanics description -- the idea that it is just an encoding of our incomplete knowledge of the system," he continued. "That makes it much easier to understand the so-called collapse of the wave function, as a change in information, as folk such as Einstein and Schoedinger thought, in the early days. In this respect, I think it gets rid of some more of the (apparently) non-classical features of quantum mechanics, by saying that they don't amount to anything physically real."

UK To Invest 900 Million Pounds In Supercomputer In Bid To Build Own 'BritGPT' (theguardian.com) 35

An anonymous reader quotes a report from The Guardian: The UK government is to invest 900 million pounds in a cutting-edge supercomputer as part of an artificial intelligence strategy that includes ensuring the country can build its own "BritGPT". The treasury outlined plans to spend around 900 million pounds on building an exascale computer, which would be several times more powerful than the UK's biggest computers, and establishing a new AI research body. An exascale computer can be used for training complex AI models, but also have other uses across science, industry and defense, including modeling weather forecasts and climate projections. The Treasury said the investment will "allow researchers to better understand climate change, power the discovery of new drugs and maximize our potential in AI.".

An exascale computer is one that can carry out more than one billion billion simple calculations a second, a metric known as an "exaflops". Only one such machine is known to exist, Frontier, which is housed at America's Oak Ridge National Laboratory and used for scientific research -- although supercomputers have such important military applications that it may be the case that others already exist but are not acknowledged by their owners. Frontier, which cost about 500 million pounds to produce and came online in 2022, is more than twice as powerful as the next fastest machine.

The Treasury said it would award a 1 million-pound prize every year for the next 10 years to the most groundbreaking AI research. The award will be called the Manchester Prize, in memory of the so-called Manchester Baby, a forerunner of the modern computer built at the University of Manchester in 1948. The government will also invest 2.5 billion pounds over the next decade in quantum technologies. Quantum computing is based on quantum physics -- which looks at how the subatomic particles that make up the universe work -- and quantum computers are capable of computing their way through vast numbers of different outcomes.

Meta AI Unlocks Hundreds of Millions of Proteins To Aid Drug Discovery (wsj.com) 11

Facebook parent company Meta Platforms has created a tool to predict the structure of hundreds of millions of proteins using artificial intelligence. Researchers say it promises to deepen scientists' understanding of biology, and perhaps speed the discovery of new drugs. From a report: Meta's research arm, Meta AI, used the new AI-based computer program known as ESMFold to create a public database of 617 million predicted proteins. Proteins are the building blocks of life and of many medicines, required for the function of tissues, organs and cells. Drugs based on proteins are used to treat heart disease, certain cancers and HIV, among other illnesses, and many pharmaceutical companies have begun to pursue new drugs with artificial intelligence. Using AI to predict protein structures is expected to not only boost the effectiveness of existing drugs and drug candidates but also help discover molecules that could treat diseases whose cures have remained elusive.

With ESMFold, Meta is squaring off against another protein-prediction computer model known as AlphaFold from DeepMind Technologies, a subsidiary of Google parent Alphabet. AlphaFold said last year that its database has 214 million predicted proteins that could help accelerate drug discovery. Meta says ESMFold is 60 times faster than AlphaFold, but less accurate. The ESMFold database is larger because it made predictions from genetic sequences that hadn't been studied previously. Predicting a protein's structure can help scientists understand its biological function, according to Alexander Rives, co-author of a study published Thursday in the journal Science and a research scientist at Meta AI. Meta had previously released the paper describing ESMFold in November 2022 on a preprint server.

Discord Promises Outraged Users It Won't Store Call Recordings -- For Now (arstechnica.com) 14

Discord updated their privacy policy to quietly drop their promise to alert users "in advance" if the company ever started storing contents of video calls, voice calls, or channels. Naturally, this alarmed some users who wondered if the company plans to start retaining call recordings. According to a Discord spokesperson, the answer is no. Ars Technica reports: "There has not been a change in Discord's position on how we store or record the contents of video or voice channels," a Discord spokesperson told Ars. "We recognize that when we recently issued adjusted language in our privacy policy, we inadvertently caused confusion among our users. To be clear, nothing has changed and we have reinserted the language back into our privacy policy, along with some additional clarifying information."

Before users began complaining, the policy was going to be updated to say that Discord would be collecting information on "any content that you upload to the service. For example, you may write messages or posts (including drafts), send voice messages, create custom emojis, create short recordings of GoLive activity, or upload and share files through the services. This also includes your profile information and the information you provide when you create servers."

As users raised concerns on Reddit, Discord staffers seemed to rush to assuage fears, saying, "We understand that the wording of the new privacy policy is broad and can be misunderstood" and promising, "We are going to fix this." Since then, Discord added back in the missing language, word for word: "We generally do not store the contents of video or voice calls or channels. If we were to change that in the future (for example, to facilitate content moderation), we would disclose that to you in advance." A Reddit user identifying as a Discord staffer told Redditors that Discord won't "regularly" collect this type of content.
That doesn't mean it will never happen though. "In response to user outrage, the policy's new updated language now also specifies that Discord may collect some of this type of content in the future," adds Ars.

"We may build features that help users engage with voice and video content, like create or send short recordings," Discord's new policy states.

Vivaldi Co-Founder: Advertisers 'Stole the Internet From Us' (xda-developers.com) 56

Vivaldi is a browser founded by Opera co-founder Jon Stephenson von Tetzchner and launched in 2016 with a heavy focus on privacy and customizations. As someone who has worked on the internet since 1992, Tetzchner has a lot of thoughts on the state of the internet in 2023, especially when it comes to advertising. XDA spoke with Tetzchner at this year's Mobile World Congress, and it's clear to him that advertisers "stole the internet from us." From the report: For the unfamiliar, Android's Privacy Sandbox can track users by creating an offline profile on them and show relevant advertisements based on that. It's a multi-year initiative to introduce more private advertising solutions to end-users and is made possible thanks to the Topics API and FLEDGE. Its goal is to prioritize user privacy by default but still maintain the mobile ecosystem dependent on advertising to support free and ad-supported apps. This is an exclusive-to-Android solution that uses a standalone SDK, separate from the rest of the application code, with the aim of eventually replacing Ad ID. However, Tetzchner doesn't see a difference between standard tracking and companies using the Topics API.

"For us, how you technically do the tracking, you can say it's a little bit better to do it client-side than server-side, but for me, the idea that your browser is building a profile on you... No, no, no, that's wrong. That's just wrong," he tells me. It's not quite where the data goes that seems to bother him the most, but what that data can be used to achieve. He mentions how this data can be used to influence how people vote, a la Cambridge Analytica. Whether that data is on your device or not is irrelevant; political advertisements will still appear regardless. "They stole the internet from us", he says of advertisers. "The internet is supposed to be open and free, and you shouldn't be afraid of being monitored. The idea that you are collecting data to provide ads... I can understand having access to a lot of data to provide a service, but that's not the same as profiling your users."

[...] Tetzchner is deeply disheartened with the state of it. In fact, he believes the current state of advertising is less profitable for sites now than it was before widespread tracking was in place. He mentions "normal ads," which you may see in a magazine or on TV, were the standard for about a decade, even on the internet. "A lot of sites were more profitable, and people were less worried about having to block ads. The ads were normal, it was kind of like what you were seeing if you were going and reading a magazine. There were ads, but they weren't following you." He points out that paywalls have become commonplace across the internet when that wasn't the case 15 years ago. "How is it then that we needed the change that actually created that situation?" he asks. He argues that advertisements are less profitable as a whole thanks to widespread tracking. Advertisers previously paid more because they knew exactly where their advertisements were going. Now with algorithms and Google Ads, not everything is high quality, even if those algorithms try to scan pages for quality content.

Biden Administration Approves Controversial Alaska Oil Drilling Project 136

An anonymous reader quotes a report from NBC News: The Biden administration on Monday gave the green light to a sprawling oil drilling project in Alaska, opening the nation's largest expanse of untouched land to energy production. The multibillion-dollar project will be located inside the National Petroleum Reserve, about 200 miles north of the Arctic Circle, and could produce nearly 600 million barrels of crude oil over the next 30 years, according to the Interior Department. The department noted in announcing the approval that it reduced the scope of the plan, called the Willow Project, by denying two of the five drill sites proposed by ConocoPhillips, Alaska's largest crude oil producer. The department estimated that the project could produce nearly a quarter of a billion metric tons of carbon dioxide emissions.

The project had received forceful pushback from environmentalists, who pointed to its potential climate and environmental effects. The Native American community closest to the site has also opposed (PDF) the project, though others have supported it. The oil industry and Alaskan lawmakers had urged the president to approve the project for its energy production potential and its ability to create jobs. [...] But Ben Jealous, executive director of the Sierra Club, said the harm the project will cause "may not ever be able to be undone. This is the equivalent of putting dozens and dozens of coal-fired power plants back online. It makes it almost impossible to understand how the administration will ever meet its promises to reduce emissions from public lands."

A source familiar with the decision said that the Biden administration had little choice, faced with the prospect of legal action and costly fines. Administration lawyers determined that the courts would not have allowed Biden to reject the project outright, as ConocoPhillips has long held leases on land in the petroleum reserve and could have levied fines on the government, the source added. The Interior Department announced Monday that ConocoPhillips would relinquish rights to about 68,000 acres of its existing leases in the petroleum reserve, most of which are close to the Teshekpuk Lake Special Area, a major habitat for caribou and other wildlife that Native communities rely on. On Sunday, the Biden administration declared about 2.8 million acres of the Beaufort Sea in the Arctic Ocean as indefinitely off-limits for future oil and gas leasing. The Interior Department said it is also considering additional protections for more than 13 million acres within the reserve that have significant natural or historical value.

Stack Overflow Survey Finds Most-Proven Technologies: Open Source, Cloud Computing, Machine Learning (stackoverflow.blog) 70

Stack Overflow explored the "hype cycle" by asking thousands of real developers whether nascent tech trends have really proven themselves, and how they feel about them. "With AI-assisted technologies in the news, this survey's aim was to get a baseline for perceived utility and impact" of various technologies, writes Stack Overflow's senior analyst for market research and insights.

The results? "Open source is clearly positioned as the north star to all other technologies, lighting the way to the chosen land of future technology prosperity." Technologies such as blockchain or AI may dominate tech media headlines, but are they truly trusted in the eyes of developers and technologists? On a scale of zero (Experimental) to 10 (Proven), the top proven technologies by mean score are open source with 6.9, cloud computing with 6.5, and machine learning with 5.9. The lowest scoring were quantum computing with 3.7, nanotechnology with 4.5, and low code/no code with 4.6....

[When asked for the next technology that everyone will use], AI comes in at the top of the list by a large margin, but our three top proven selections (open source, machine learning, cloud computing) follow after....

It's one thing to believe a technology has a prosperous future, it's another to believe a technology deserves a prosperous future. Alongside the emergent sentiment, respondents also scored the same technologies on a zero (Negative Impact) to 10 (Positive Impact) scale for impact on the world. The top positive mean scoring technologies were open source with 7.2, sustainable technologies with 6.6 and machine learning with 6.5; the top negative mean scoring technologies were low code/no code, InnerSource, and blockchain all with 5.3. Seeing low code/no code and blockchain score so low here makes sense because both could be associated with questionable job security in certain developer careers; however it's surprising that AI is not there with them on the negative end of the spectrum. AI-assisted technology had an above average mean score for positive impact (6.2) and the percent positive score is not that far off from those machine learning and cloud computing (28% vs. 33% or 32%).

Possibly what we are seeing here as far as why developers would not rate AI more negatively than technologies like low code/no code or blockchain but do give it a higher emergent score is that they understand the technology better than a typical journalist or think tank analyst. AI-assisted tech is the second highest chosen technology on the list for wanting more hands-on training among respondents, just below machine learning. Developers understand the distinction between media buzz around AI replacing humans in well-paying jobs and the possibility of humans in better quality jobs when AI and machine learning technologies mature. Low code/no code for the same reason probably doesn't deserve to be rated so low, but it's clear that developers are not interested in learning more about it.

Open source software is the overall choice for most positive and most proven scores in sentiment compared to the set of technologies we polled our users about.

One quadrant of their graph shows three proven technologies which developers still had negative feelings about: biometrics, serverless computing, and rapid prototyping tools. (With "Internet of Things" straddling the line between positive and negative feelings.)

And there were two technologies which 10% of respondents thought would never be widely used in the future: low code/no code and blockchain. "Post-FTX scandal, it's clear that most developers do not feel blockchain is positive or proven," the analyst writes.

"However there is still desire to learn as more respondents want training with blockchain than cloud computing. There's a reason to believe in the direct positive impact of a given technology when it pays the bills."

US Plans More Regulations to Improve Cloud Security (politico.com) 12

Politico reports: Governments and businesses have spent two decades rushing to the cloud — trusting some of their most sensitive data to tech giants that promised near-limitless storage, powerful software and the knowhow to keep it safe.

Now the White House worries that the cloud is becoming a huge security vulnerability.

So it's embarking on the nation's first comprehensive plan to regulate the security practices of cloud providers like Amazon, Microsoft, Google and Oracle, whose servers provide data storage and computing power for customers ranging from mom-and-pop businesses to the Pentagon and CIA.... Among other steps, the Biden administration recently said it will require cloud providers to verify the identity of their users to prevent foreign hackers from renting space on U.S. cloud servers (implementing an idea first introduced in a Trump administration executive order). And last week the administration warned in its national cybersecurity strategy that more cloud regulations are coming — saying it plans to identify and close regulatory gaps over the industry....

So far, cloud providers have haven't done enough to prevent criminal and nation-state hackers from abusing their services to stage attacks within the U.S., officials argued, pointing in particular to the 2020 SolarWinds espionage campaign, in which Russian spooks avoided detection in part by renting servers from Amazon and GoDaddy. For months, they used those to slip unnoticed into at least nine federal agencies and 100 companies. That risk is only growing, said Rob Knake, the deputy national cyber director for strategy and budget. Foreign hackers have become more adept at "spinning up and rapidly spinning down" new servers, he said — in effect, moving so quickly from one rented service to the next that new leads dry up for U.S. law enforcement faster than it can trace them down.

On top of that, U.S. officials express significant frustration that cloud providers often up-charge customers to add security protections — both taking advantage of the need for such measures and leaving a security hole when companies decide not to spend the extra money. That practice complicated the federal investigations into the SolarWinds attack, because the agencies that fell victim to the Russian hacking campaign had not paid extra for Microsoft's enhanced data-logging features.... Part of what makes that difficult is that neither the government nor companies using cloud providers fully know what security protections cloud providers have in place. In a study last month on the U.S. financial sector's use of cloud services, the Treasury Department found that cloud companies provided "insufficient transparency to support due diligence and monitoring" and U.S. banks could not "fully understand the risks associated with cloud services."

Scientists Propose Turning Carbon Pollution Into Baking Soda and Storing it In Oceans (cnn.com) 107

Slashdot reader beforewisdom shared this report from CNN: Scientists have set out a way to suck planet-heating carbon pollution from the air, turn it into sodium bicarbonate and store it in oceans, according to a new paper. The technique could be up to three times more efficient than current carbon capture technology, say the authors of the study, published Wednesday in the journal Science Advances....

The team have used copper to modify the absorbent material used in direct air capture. The result is an absorbent "which can remove CO2 from the atmosphere at ultra-dilute concentration at a capacity which is two to three times greater than existing absorbents," Arup SenGupta, a professor at Lehigh University and a study author, told CNN. This material can be produced easily and cheaply and would help drive down the costs of direct air capture, he added. Once the carbon dioxide is captured, it can then be turned into sodium bicarbonate — baking soda — using seawater and released into the ocean at a small concentration.

The oceans "are infinite sinks," SenGupta said. "If you put all the CO2 from the atmosphere, emitted every day — or every year — into the ocean, the increase in concentration would be very, very minor," he said. SenGupta's idea is that direct air capture plants can be located offshore, giving them access to abundant amounts of seawater for the process.

Stuart Haszeldine, professor of carbon capture and storage at the University of Edinburgh, who was not involved in the study, told CNN that the chemistry was "novel and elegant." The process is a modification of one we already know, he said, "which is easier to understand, scale-up and develop than something totally new."

Scientists Managed To Completely Map a Baby Fruit Fly's Brain (popularmechanics.com) 34

An anonymous reader quotes a report from Popular Mechanics: [S]cientists from the University of Cambridge and Johns Hopkins University announced that they'd finally mapped every single neuron and all the connections between them housed inside the brain of a fruit fly larva. The team's research was published this week in the journal Science. "If we want to understand who we are and how we think, part of that is understanding the mechanism of thought," says Johns Hopkins biomedical engineer Joshua T. Vogelstein in a press release. "And the key to that is knowing how neurons connect with each other."

And there are a lot of neurons and connections to sort through. To complete this neurological map, scientists had to identify 3,016 neurons. But that pales in comparison to the number of connections between these neurons, which comes to a grand total of 548,000. They also identified 93 distinct neurons that differed in shape, function, and neurological connection. If this all sounds difficult, that's because it is. For 12 years, scientists had to painstakingly slice a brain into thousands of tissue samples, image them with an high-resolution electron microscope, and then piece them back together -- neuron by neuron.

Understanding the inner workings of a fruit fly's brain may seem unrelated to the human mind, but scientists didn't choose this particular species based on its size or perceived simplicity -- rather, fruit flies actually share fundamental biology and a comparable genetic foundation with humans. This makes the map a perfect cornerstone upon which to explore some of the many mysteries of the human mind. "All brains are similar -- they are all networks of interconnected neurons," Marta Zaltic, a co-author on the study, told the BBC. "All brains of all species have to perform many complex behaviors: they all need to process sensory information, learn, select actions, navigate their environments, choose food, etc."
