Cruise Partners With Uber To Offer Driverless Rides (cnbc.com) 14

Uber and General Motors' Cruise have partnered to offer driverless rides to Uber users as early as soon as next year. CNBC reports: Both Cruise CEO Marc Whitten and Uber CEO Dara Khosrowshahi hailed the partnership in a press release, stressing that the companies believe autonomous vehicles can be deployed safely. "Cruise is on a mission to leverage driverless technology to create safer streets and redefine urban life," Whitten said in the release. "We are excited to partner with Uber to bring the benefits of safe, reliable, autonomous driving to even more people, unlocking a new era of urban mobility." Khosrowshahi said in the release that Uber is "thrilled to partner with Cruise and look forward to launching next year."

On Uber's most recent earnings call, analysts asked the company how the emergence of robotaxis would likely impact the ridehailing giant's business long-term. Khosrowshahi said on the call that "AV players" experience much higher utilization with Uber than they do "without a network on a first-party basis." He also predicted there will be a "pretty long hybrid period as autonomous is developing and regulators are trying to figure out exactly how to regulate it." He added, "We don't think this will be a winner-take-all market."

Valve Bans Razer and Wooting's New Keyboard Features In Counter-Strike 2 (theverge.com) 66

The Verge's Tom Warren reports: Valve is banning Counter-Strike 2 players from using keyboard features to automate perfect counter-strafes. Razer was the first keyboard maker to add a Simultaneous Opposing Cardinal Directions (SOCD) feature to its range of Huntsman V3 Pro keyboards last month, followed shortly by Wooting. Using Snap Tap as Razer calls it or Wooting's Snappy Tappy will now get you kicked from Counter-Strike 2 games.

"Recently, some hardware features have blurred the line between manual input and automation, so we've decided to draw a clear line on what is or isn't acceptable in Counter-Strike," says Valve. "We are no longer going to allow automation (via scripting or hardware) that circumvent these core skills and, moving forward, (and initially -- exclusively on Valve Official Servers) players suspected of automating multiple player actions from a single game input may be kicked from their match." Razer and Wooting's SOCD features both let players automate switching strafe directions without having to learn the skill. Normally, to switch strafe directions in a first-person shooter, you have to fully release one key before pressing the other. If both are pressed, they cancel each other, and you stand there for a moment until you release one of the keys. SOCD means you don't need to release a key and you can rapidly tap the A or D key to counter-strafe with little to no effort.

'Civilization 7 Captures the Chaos of Human History In Manageable Doses' (theguardian.com) 62

An anonymous reader quotes a report from The Guardian, written by Julian Benson: It's been eight years since Civilization 6 -- the most recent in a very long-running strategy game series that sees you take a nation from the prehistoric settlement of their first town through centuries of development until they reach the space age. Since 2016 it has amassed an abundance of expansions, scenario packs, new nations, modes and systems for players to master -- but series producer Dennis Shirk at Firaxis Games feels that enough it enough. "It was getting too big for its britches," he says. "It was time to make something new."

"It's tough to even get through the whole game," designer Ed Beach says, singling out the key problem that Firaxis aims to solve with the forthcoming Civilization 7. While the early turns of a campaign in Civilization 6 can be swift, when you're only deciding the actions for the population of a single town, "the number of systems, units, and entities you must manage explodes after a while," Beach says. From turn one to victory, a single campaign can take more than 20 hours, and if you start falling behind other nations, it can be tempting to restart long before you see the endgame. That's why Civilization 7's campaign has been split into three ages -- Antiquity, Exploration and Modern -- with each ending in a dramatic explosion of global crises. "Breaking the game into chapters lets people get through history in a more digestible fashion," Beach says.

When you start a new campaign, you pick a leader and civilization to govern, and direct your people in establishing their first settlements and encounters with the other peoples populating a largely undeveloped land. You'll choose the technologies they research, the expansions they make to their cities, and whom they try to befriend or conquer. Every turn you complete or scientific, economic, cultural and military milestone you pass adds points to a meter running in the background. Once that meter hits 200, you and all the other surviving civilizations on the map will transition into the next age. When moving from Antiquity to Exploration and later Exploration to Modern, you select a new civilization to lead. You'll retain all the cities you controlled before but have access to different technologies and attributes. This may seem strange, but it's built to reflect history: think of London, which was once run by the Romans before being supplanted by the Anglo-Saxons. No empire lasts for ever, but they don't all collapse, either.

Breaking Civilization 7 into chapters also gives campaigns a new rhythm. As you approach the end of an age, you'll begin to face global crises. In Antiquity, for instance, you can see a proliferation of independent powers similar to the tribes that tore down Rome. "We're not calling them barbarians any more," Beach says. "It's a more nuanced way to present them." These crises multiply and strengthen until you reach the next age. "It's like a sci-fi or fantasy series with a huge, crazy conclusion, and then the next book starts nice and calm," Beach says. "There's a point where getting to the next age is a relief."

This trend is driven by declining profit margins on TV sets and the growing potential of smart TV operating systems to generate recurring income. Companies like LG, Samsung, and Roku are increasingly prioritizing ad sales and user tracking capabilities in their TVs, ArsTechnica reports. Automatic content recognition (ACR) technology, which analyzes viewing habits, is becoming a key feature for advertisers. TV makers are partnering with data firms to enhance targeting capabilities, with LG recently sharing data with Nielsen and Samsung updating its ACR tech to track streaming ad exposure. This shift raises concerns about privacy and user experience, as TVs become more commercialized and data-driven. Industry experts predict a rise in "shoppable ads" and increased integration between TV viewing and e-commerce platforms. As we've seen before with TV commercials, which have gotten more frequent over time, once the ad genie is out of the bottle, it tends to grow, not go back inside. One side effect we're already seeing, Horner notes, is "a proliferation of more TV operating systems." While choice is often a good thing for consumers, it's important to consider if new options from companies like Amazon, Comcast, and TiVo actually do anything to notably improve the smart TV experience for owners.

And OS operators' financial success is tied to the number of hours users spend viewing something on the OS. Roku's senior director of ad innovation, Peter Hamilton, told Digiday in May that his team works closely with Roku's consumer team, "whose goal is to drive total viewing hours." Many smart TV OS operators are therefore focused on making it easier for users to navigate content via AI.

Magic: The Gathering Community Fears Generative AI Will Replace Talented Artists (slate.com) 133

Slate's Derek Heckman, an avid fan of Magic: The Gathering since the age of 10, expresses concern about the potential replacement of the game's distinctive hand-drawn art with generative AI -- and he's not alone. "I think we're all pretty afraid of what the potential is, given what we've seen from the generative image side," Sam, a YouTube creator who runs the channel Rhystic Studies, told him. "It's staggeringly powerful. And it's only in its infancy."

"Magic's greatest asset has always been its commitment to create a new illustration for every new card," he said. He adds that if we sacrifice that commitment for A.I., "you'd get to a point pretty fast where it just disintegrates and becomes the ugliest definition of the word product." Here's an excerpt from his report: So far, Magic's parent company, Wizards of the Coast, has outwardly agreed with Sam, saying in an official statement in 2023 that Magic "has been built on the innovation, ingenuity, and hard work of talented people" and forbidding outside creatives from using A.I. in their work. However, a number of recent incidents -- from the accidental use of A.I. art in a Magic promotional image to a very intentional LinkedIn post for a "Principal AI Engineer," one that Wizards had to clarify was for the company's video game projects -- have left many players unsure whether Wizards is potentially evolving their stance, or merely trying to find their footing in an ever-changing A.I. landscape.

In response to fan concerns, Wizards has created an "AI art FAQ" detailing, among other things, the new technologies it's invested in to detect A.I. use in art. Still, trust in the company has been damaged by this year's incidents. Longtime Magic artist David Rapoza even severed ties with the game this past January, citing this seeming difference between Wizards' words and actions when it comes to the use of A.I. Sam says the larger audience has likewise been left "cautiously suspicious," hoping to believe Wizards' official statements while also carefully noting the company's moves and mistakes with the technology. "I think what we want is for Wizards to commit hard to one lane and stay [with] what is tried and true," Sam says. "And that is prioritizing human work over shortcuts."

Gas Pipeline Players in Talks To Fuel AI Datacenter Demand (theregister.com) 42

Proximity to natural gas lines could become just as desirable for datacenter operators as high-speed fiber-optic networks as they scramble to satiate AI's ever growing thirst for power. From a report: Speaking to analysts during their respective earnings call this week, executives at Energy Transfer LP and Williams Companies, both of which operate pipelines across the US, revealed they were in talks with datacenter operators to supply them with large quantities of natural gas. "We are, in four different states, in discussions with multiple datacenters of different sizes. Some of them, or many of them, want to put generation on site ... So it's an enormous opportunity for us," Mackie McCrea, co-CEO of Energy Transfer LP, told Wall Street, according to a transcript.

Energy Transfer LP's pipelines currently span 15 states in the USA, serving 185 power plants. Looking at the opportunity afforded by datacenter hookups, McCrea estimated that power demand could increase by 30 to 40 gigawatts over the next six to eight years. "We believe we are extremely well positioned to benefit from the anticipated rise in natural gas needs," Energy Transfer LP co-CEO Tom Long added. Energy Transfer LP isn't the only pipeline operator eager to take advantage of skyrocketing datacenter power demands. Speaking to analysts earlier this week, Williams Companies CEO Alan Armstrong expressed optimism about the firm's ability to capitalize on this demand.

DOOM and DOOM 2 Getting New Enhanced Versions (ign.com) 63

QuakeCon 2024 kicks off today with the announcement of enhanced remasters of the first two Doom games, which will feature online cross-platform deathmatch, co-op support for up to 16 players, upgraded visuals, and additional content including a new episode for Doom 2. The compilation, titled DOOM + DOOM 2, runs on the KEX Engine and will include new maps, a newly-updated soundtrack, and support for 4K resolution, with a possible free upgrade for existing console owners. IGN reports: While unconfirmed, it appears that console owners who already own DOOM or DOOM 2 will get the upgrade for free. It's currently available for purchase on Xbox Series X/S for $9.99, though it has been pulled from the Steam store. When it's released, DOOM + DOOM 2 will be perhaps the most comprehensive version of the venerable shooters to date. You can watch the trailer here.

Google DeepMind Develops a 'Solidly Amateur' Table Tennis Robot (techcrunch.com) 20

An anonymous reader quotes a report from TechCrunch: In a newly published paper titled "Achieving Human Level Competitive Robot Table Tennis," Google's DeepMind Robotics team is showcasing its own work on the game. The researchers have effectively developed a "solidly amateur human-level player" when pitted against a human component. During testing, the table tennis bot was able to beat all of the beginner-level players it faced. With intermediate players, the robot won 55% of matches. It's not ready to take on pros, however. The robot lost every time it faced an advanced player. All told, the system won 45% of the 29 games it played. "This is the first robot agent capable of playing a sport with humans at human level and represents a milestone in robot learning and control," the paper claims. "However, it is also only a small step towards a long-standing goal in robotics of achieving human level performance on many useful real world skills. A lot of work remains in order to consistently achieve human-level performance on single tasks, and then beyond, in building generalist robots that are capable of performing many useful tasks, skillfully and safely interacting with humans in the real world."

The robot's biggest trouble areas are responding to fast balls, high and low balls. It also has trouble with backhand and the ability to read the spin on an incoming ball. Here's how the researchers plan to address the issue with fast balls: "To address the latency constraints that hinder the robot's reaction time to fast balls, we propose investigating advanced control algorithms and hardware optimizations. These could include exploring predictive models to anticipate ball trajectories or implementing faster communication protocols between the robot's sensors and actuators."

The Biggest Loser in Google Search Ruling Could Be Mozilla and Firefox (fortune.com) 111

Mozilla, the non-profit behind the Firefox browser, faces an uncertain future following Monday's landmark antitrust ruling against Google. The decision, which found Google illegally maintained its search monopoly, puts Mozilla's primary funding source at risk. In 2021-2022, Mozilla received $510 million from Google out of $593 million total revenue, according to its latest financial report. Fortune adds: You can be sure that critics of the judge's ruling will highlight the potentially devastating impact on Mozilla to make the case that the antitrust ruling will have unintended consequences on smaller tech industry players. Others might argue that Mozilla hasn't done enough with those spoils to differentiate its Firefox browser, or that it could cut a deal with another search engine like Bing if its Google deal goes away completely. Either way, Google will appeal the suit so a long battle may ensue. And there's another big domino to fall: the judge will rule on the remedy or remedies -- essentially, the business-model penalties -- that Google will face. Apple also stands to lose more than $20 billion a year that Google pays the iPhone-maker to be the default search engine on Safari. But as Fortune notes, "Apple is a large, diversified company with many sources of revenue."

Netflix To Hike Price Again By December, Jefferies Says 109

In a note to clients, seen by Slashdot, brokerage house Jefferies writes: Netflix's last price hike on the standard plan was in Jan 2022, its ad- supported plan remains the cheapest (among major players) in the industry, and its move into live sports increases pricing power - for these 3 reasons we suspect a price hike in Q4 or December of this year could be coming on the standard plan.

As stated in the Q4 2023 letter (following the announcement of WWE Raw coming in 2025): "As we invest in and improve Netflix, we'll occasionally ask our members to pay a little extra to reflect those improvements, which in turn helps drive the positive flywheel of additional investment." We believe Netflix has been positioning itself throughout this year for a year-end price hike. December / 2025 will have major content releases supporting a pricing increase including the Christmas NFL game, Squid Game 2 on Dec. 26th (season 1 - the #1 watched NFLX show of all time), WWE Raw starting Jan 2025, and Stranger Things 5 coming in 2025 (season 3 / 4 in top 10 of all-time).

Initiative Aims To Require EU Game Publishers To Make Retired Games Playable (pcgamer.com) 91

A proposed European Union law seeks to ensure that video games sold or licensed in the EU remain playable even if servers are shut down or studios close. The law would require publishers of sold and free-to-play games with microtransactions to provide resources to keep games functional, such as allowing players to host their own servers. Through a process called the "European Citizens Initiative," the petition needs one million signatures just to have a chance at becoming law. PC Gamer reports: "An increasing number of publishers are selling videogames that are required to connect through the internet to the game publisher, or 'phone home' to function," the petition reads. "While this is not a problem in itself, when support ends for these types of games, very often publishers simply sever the connection necessary for the game to function, proceed to destroy all working copies of the game, and implement extensive measures to prevent the customer from repairing the game in any way."

Understanding that developers and publishers can't support games forever, the initiative would expect "the publisher to provide resources for the said videogame once they discontinue it while leaving it in a reasonably functional (playable) state." That means giving players the tools to host the game on their own servers, for example, and removing the requirement for games to connect to the publisher's (defunct) servers in order to be played. This is what the developer behind Knockout City did when it pulled the plug on the game's official servers.

Not only does this initiative apply to games that are sold, but includes free to play games that have microtransactions for assets (like skins) or other paid-for features. The thought is, if you purchase an item in a free game, you should have the right to continue to use it indefinitely -- which means keeping that free game playable in some form. It's important to note that even a million signatures doesn't mean an automatic win, just that it'll go forward to the European Union as a proposal to become a law.

Canada Apologizes After Drone Caught Spying On New Zealand's Olympic Practices (espn.com) 47

New Zealand has lodged a formal complaint with the International Olympic Committee (IOC) after a Canadian soccer "support staff member" allegedly flew a drone over their training session. The Canadian Olympic Committee has apologized, expressed shock and disappointment, and launched an investigation into the incident. ESPN reports: The COC said the individual has been detained by French authorities. "Team support members immediately reported the incident to police, leading to the drone operator, who has been identified as a support staff member of the wider Canadian Women's football team, to be detained," the NZOC said in a statement. "The NZOC has formally lodged the incident with the IOC integrity unit and has asked Canada for a full review. [...]

For their part, Canada has said it was also stunned. The COC said it was made aware that a "non-accredited" member of its support team had used a drone to record the Silver Ferns' practice. "The Canadian Olympic Committee stands for fair-play and we are shocked and disappointed. We offer our heartfelt apologies to New Zealand Football, to all the players affected, and to the New Zealand Olympic Committee." It added it was "reviewing next steps" with the IOC, the Paris organizing committee and FIFA.
The person responsible was Joseph Lombardi, an unaccredited analyst with Canada Soccer. As a result of these findings, Lombardi is being removed from the Canadian Olympic Team and sent home immediately. The same punishment will be applied to Jasmine Mander, the assistant coach to whom Mr. Lombardi sent information to.

Furthermore, Head Coach Bev Priestman has removed herself from coaching the match against New Zealand on July 25th and the entire Canada Soccer staff will undergo mandatory ethics training.

Valve Runs Its Massive PC Gaming Ecosystem With Only About 350 Employees (arstechnica.com) 83

Valve had its employee and payroll data leaked through a poorly redacted document in an antitrust lawsuit in May, offering a rare glimpse into the company's small but impactful workforce over the years. As first noticed by SteamDB's Pavel Djundik, Valve's significant influence in PC gaming transactions has been maintained by just a few hundred employees. Kyle Orland reports via Ars Technica: It's striking to consider just how small Valve is compared to other major players in the game industry. In 2021, Microsoft estimated Valve's annual revenue at $6.5 billion, roughly on the same scale as EA's $7.5 billion in 2024 revenue. But Steam achieved those numbers with around 350 employees, compared to well over 13,000 people employed by EA. The disparity highlights just how much money Valve brings in with a relatively small workforce. And a lot of that is thanks to the chunk of revenue Valve takes from every sale on Steam. The dominant PC gaming marketplace has seen a massive increase in the number of annual game releases since 2012 or so, thanks to initiatives like Steam Greenlight and Steam Direct.

Yet, surprisingly, the size of the "Steam" department inside Valve has shrunk in recent years, from a peak of 142 employees in 2015 down to just 79 in 2021. From the outside, having just 79 employees keeping track of more than 11,000 Steam releases in 2021 is a pretty incredible ratio. Some readers may also be surprised that Valve's "Games" department has represented a majority of the company's headcount since 2003. That has remained true (though to a lesser extent) even in more recent years, as Valve's output of new games has become much more occasional. It seems likely a large number of those Games department employees are devoted to ultra-popular Valve games like Dota 2 and Counter-Strike 2, which enjoy tens of millions of players and need significant support work.

The leaked data also shows the slow rise of Valve's small Hardware department, which started with just three employees in 2011 as the company began work on its doomed Steam Machines initiative. Transitioning into the Valve Index era in the late 2010s, the hardware department still represented just a few dozen people and a paltry 3 to 4 percent of the company's annual payroll. By the time we hit 2021 and the run-up to the Steam Deck, the Hardware division still makes up just 12 percent of Valve's small total headcount. Looking back, it's impressive that such a small team was able to create a portable gaming device that quickly spawned a whole micro-industry of imitators. We can only hope the Hardware team got a little more employee support in the wake of the Steam Deck's market success.

Wimbledon Employs AI To Protect Players From Online Abuse 19

An anonymous reader writes: The All England Lawn Tennis Club is using AI for the first time to protect players at Wimbledon from online abuse. An AI-driven service monitors players' public-facing social media profiles and automatically flags death threats, racism and sexist comments in 35 different languages. High-profile players who have been targeted online such as the former US Open champion Emma Raducanu and the four-time grand slam winner Naomi Osaka have previously spoken out about having to delete Instagram and Twitter, now called X, from their phones. Harriet Dart, the British No 2, has said she only uses social media from time to time because of online "hate."

Speaking on Thursday after her triumph against Katie Boulter, the British No 1, Dart said: "I just think there's a lot of positives for it [social media] but also a lot of negatives. I'm sure today, if I open one of my apps, regardless if I won, I'd have a lot of hate as well." Jamie Baker, the tournament's director, said Wimbledon had introduced the social media monitoring service Threat Matrix. The system, developed by the AI company Signify Group, will also be rolled out at the US Open. [...] He said the AI-driven service was supported by people monitoring the accounts. Players can opt in for a fuller service that scans abuse or threats via private direct messaging. Baker, a former British No 2, said Wimbledon would consult the players about the abuse before reporting it to tech companies for removal or to the police if deemed necessary.

Arctic 'Dirty Fuel' Ban For Ships Comes Into Force 59

Starting July 1st, ships in Arctic waters are banned from using Heavy Fuel Oil (HFO), a relatively cheap tar-like oil that's widely used in shipping around the world, especially tankers. According to the BBC, it's the "dirtiest and most climate-damaging fuel for ships." Still, campaigners believe numerous loopholes will allow most ships to continue using the fuel until 2029, limiting the ban's immediate effectiveness. The BBC reports: Produced from the waste left over in oil refining, HFO poses a huge threat to the oceans in general but to the Arctic in particular. This sludge-like fuel is almost impossible to clean up if a spill occurs. In colder waters, experts say, the fuel does not break down but sinks in lumps that linger in sediments, threatening fragile ecosystems. In climate terms, this oil is seen as particularly dangerous, not just producing large amounts of planet-warming gas when burned, but also spewing out sooty particles called black carbon. [...] The oil was banned from use or transport in the Antarctic in 2011. Environmentalists have been pushing to expand that restriction to northern waters for years, finally persuading the countries that participate in the International Maritime Organisation (IMO) to enact a ban back in 2021. [...]

According to the regulations, ships that have a "protected fuel tank" will be exempt from the ban. Countries that border the Arctic will also be able to exempt their own ships from the ban in their own territorial waters. One of the major players in the region is Russia, which has over 800 ships operating in northern waters. They are not implementing the new IMO regulation. These waiver exemptions will last until 2029 -- their impact is likely to be significant, with the International Council on Clean Transportation estimating that about 74% of ships that use HFO will be able to continue to do so. Some observers believe that increased efforts to extract oil in the Arctic could see a rise in the amount of HFO in use in these waters, instead of a decrease.

Man Flies To Florida To Attack Another Player Over an Online Gaming Dispute (apnews.com) 123

An anonymous reader quotes a report from the Associated Press: An online gaming dispute made its way to the real world when a New Jersey man flew to Florida to attack another player with a hammer, authorities said. Edward Kang, 20, is charged with attempted second-degree murder and armed burglary with a mask, according to Nassau County court records. He was arrested early Sunday morning. Kang and the victim, another young man around the same age as Kang, had never met in real life, but they both played ArcheAge, a medieval fantasy massively multiplayer online role-playing game. Kang flew from Newark, New Jersey, to Jacksonville, Florida, last Thursday after telling his mother that he was going to visit a friend that he had met while playing a video game, officials said. The victim was walking out of his bedroom when he was confronted by Kang, who hit him on the head with the hammer, officials said. The two struggled as the victim called for help. His stepfather responded and helped to restrain Kang until police arrived. The victim suffered several head wounds that were not considered life-threatening, officials said. Online court records didn't list an attorney for Kang. He was being held without bond.

The perfect time, then, for The New York Times to interview many of the industry's big names -- including Netflix co-CEO Ted Sarandos, Amazon's Prime Video head Mike Hopkins, and IAC chairman Barry Diller -- about what they think comes next.

There seemed to be broad agreement on most of the big themes: More ads, higher prices, and fewer big swings on prestige TV. These changes are all united by the shift towards profitability, rather than growth-at-all-costs. If the initial prices of many streaming services seemed unsustainably low at launch, it turns out they were -- prices have been steadily rising, while the streamers have also introduced more affordable subscription tiers for viewers who are willing to watch ads. In fact, some execs told The Times that streamers will keep raising prices for the ad-free tiers with the aim of pushing more customers to sign up for ad-supported subscriptions instead. The growth of ad-supported streaming could also affect the kinds of movies and shows that get produced, since advertisers generally want to reach a mass audience -- think of the heyday of ad-supported network TV, with its endless shows about doctors and cops, compared to the more ambitious fare on subscription-supported HBO.

Major Record Labels Sue AI Company Behind 'BBL Drizzy' (theverge.com) 53

A group of record labels including the big three -- Universal Music Group (UMG), Sony Music Entertainment, and Warner Records -- are suing two of the top names in generative AI music making, alleging the companies violated their copyright "en masse." From a report: The two AI companies, Suno and Udio, use text prompts to churn out original songs. Both companies have enjoyed a level of success: Suno is available for use in Microsoft Copilot though a partnership with the tech giant. Udio was used to create "BBL Drizzy," one of the more notable examples of AI music going viral.

The case against Suno was filed in Boston federal court, and the Udio case was filed in New York. The labels say artists across genres and eras had their work used without consent. The lawsuits were brought by the Recording Industry Association of America (RIAA), the powerful group representing major players in the music industry, and a group of labels. The RIAA is seeking damages of up to $150,000 per work, along with other fees.

An Effort To Fund an Internet Subsidy Program Just Got Thwarted Again (theverge.com) 18

Bipartisan agreement on government internet subsidies seems unlikely as Democrats and Republicans propose conflicting bills to reauthorize the FCC's spectrum auctions. The Democratic bill aims to fund the now-defunct Affordable Connectivity Program, while the Republican version does not. "While some Republicans supported earlier efforts to extend the subsidy program, those efforts did not go through in time to keep it from ending," notes The Verge. From the report: The Senate Commerce Committee canceled a Tuesday morning markup meeting in which it was set to consider the Spectrum and National Security Act, led by committee chair Maria Cantwell (D-WA). When she introduced it in April, Cantwell said the bill would provide $7 billion to continue funding the Affordable Connectivity Program (ACP), the pandemic-era internet subsidy for low-income Americans that officially ran out of money and ended at the end of May. The main purpose of the bill is to reauthorize the Federal Communications Commission's authority to run auctions for spectrum. The proceeds from spectrum auctions are often used to fund other programs. In addition to the ACP, Cantwell's bill would also fund programs including incentives for domestic chip manufacturing and a program that seeks to replace telecommunications systems that have been deemed national security concerns. The markup was already postponed several times before.

Cantwell blamed Sen. Ted Cruz (R-TX), the top Republican on the Senate Commerce Committee, for standing in the way of the legislation. "We had a chance to secure affordable broadband for millions of Americans, but Senator Cruz said 'no,'" Cantwell said in a statement late Monday. "He said 'no' to securing a lifeline for millions of Americans who rely on the Affordable Connectivity Program to speak to their doctors, do their homework, connect to their jobs, and stay in touch with loved ones -- including more than one million Texas families." In remarks on the Senate floor on Tuesday, Cantwell said her Republican colleagues on the committee offered amendments to limit the ACP funding in the bill. She said the ACP shouldn't be a partisan issue and stressed the wide range of Americans who've relied on the program for high-speed connections, including elderly people living on fixed incomes and many military families. "I hope my colleagues will stop with obstructing and get back to negotiating on important legislation that will deliver these national security priorities and help Americans continue to have access to something as essential as affordable broadband," she said.

Cruz has his own spectrum legislation with Sen. John Thune (R-SD) that would reauthorize the FCC's spectrum auction authority, with a focus on expanding commercial access to mid-band spectrum, commonly used for 5G. But it doesn't have the same ACP funding mechanism. Some large telecom industry players prefer Cruz's bill, in part because it allows for exclusive licensing. Wireless communications trade group CTIA's SVP of government affairs, Kelly Cole, told Fierce Network that the Cruz bill "is a better approach because it follows the historical precedent set by prior bipartisan legislation to extend the FCC's auction authority." But other tech groups like the Internet Technology Industry Council (ITI), which represents companies including Amazon, Apple, Google, and Meta, support Cantwell's bill, in part because of the programs it seeks to fund.
